OVERVIEW

The Georgia Department of Public Safety (DPS) employs approximately 1600 employees and oversees the day-to-day operations of the Georgia State Patrol (GSP), Capitol Police and the Motor Carrier Compliance Division (MCCD). GSP troopers investigate traffic crashes and enforce traffic and criminal laws on the state's roads. Capitol Police officers prevent and detect criminal acts and enforce traffic regulations throughout Capitol Hill. MCCD officers conduct safety inspections of commercial motor vehicles and inspect highway shipments of hazardous materials.

Although focused primarily on the enforcement of traffic laws and investigation of traffic crashes, the Department of Public Safety will support the efforts of all public safety agencies to reduce crime, apprehend those who commit them, and respond to natural and manmade disasters. Summary/Objective: 

Under broad supervision, may serve as a lead in human resources functions, including compensation, benefits, recruitment, employee relations, and personnel/payroll transactions. May instruct the work of transactions technicians and administrative staff.


Essential Functions:

1.  Performs job responsibilities with minimal supervision

2.  Serves as job expert or organization resource in assigned areas

3.  Conducts research on various personnel matters and compiles data, citing sources used Analyzes data or information to produce reports and other documents

4.  Conducts special projects with significant impact on agency's personnel activities

5.  Coordinates and conducts training on human resource program-related topics and issues

6.  Coordinates and processes the enrollment of new and existing employees into flexible benefits during open enrollment periods

7.  Coordinates employee performance and appraisal programs

8.  Ensures organizational compliance with federal and state laws, including reporting requirements

9.  Identifies current and prospective staffing requirements, prepares and posts notices and advertisements, and collects and screens applications

10. May supervise or direct the work of technicians and/or administrative staff

11. Negotiates and mediates labor disputes and grievances and provides advice on employee relations

12. Plans, develops, and produces training courses as needed

13. Plans, develops, implements and evaluates personnel strategies including salary administration, policies, programs and procedures to address an organization's human resource requirements               

14. Serves as a liaison with external entities including other agencies, organizations, committees, task forces, etc.

15. Serves as consultant on specific human resource problems and concerns

16. Serves as technical expert and advisor on human resources issues

Preferred Education and Experience: 

Preference will be given to applicants who, in addition to meeting the required education and experience, possess one or more of the following:

1.  At least two years of professional human resources experience processing transactions, benefits, and time keeping functions within the State   of Georgia

2.     Master's degree related to Human Resources from an accredited college or university

Supervisory Responsibility:

Required for this position.

This position manages a team within the department and is responsible for the performance management and hiring of the employees within that team.

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers and smartphones.

Physical Demands:

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Working Conditions:

Incumbents working in this job perform duties in an office setting. This is a 40-hour workweek requirement. The position may involve managing a high-volume workload and demands a high level of accuracy while working with deadlines. Regular attendance is an important part of being successful in this position. Reasonable accommodations can be made available to qualified individuals upon request.

Position Type and Expected Hours of Work:

This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. This position occasionally requires long hours and weekend work.

Travel:

Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
