Summary/Objective: 

Under general supervision, analyze customer business needs and participate in the planning, design and implementation of new or enhanced systems. Supports the user community in the use of functional business tools and support systems.

 

Essential Functions:

1.     Administer training for business users

2.     Analyzes information to determine nature and extent of customer requirements and concerns

3.     Assists in the development of standards and procedures used in the development of new or enhancement of existing systems

4.     Consults with vendors or technical staff to ensure that the functionality of automated system is consistent with adherence to laws, regulations, and best practice standards by users

5.     Develops change management plans for transition to new or upgraded systems

6.     Documents business processes for users of new or upgraded system

7.     Participates in evaluation of new technologies or solutions to improve service and efficiency of systems

8.     Participates in the establishment of standards and procedures to be used in the development of systems

9.     Provides customer support in the maintenance of systems

10. Research and analyze system/user problems by applying a variety of analytical and research techniques

11. Tests or coordinates testing of new installations or upgrades

Preferred Education and Experience:  

Preference will be given to applicants who, in addition to meeting the required education and experience, possess one or more of the following:

 1.     3-5 years of experience in IT business analysis, systems support or software implementation roles.

2.     Experience with case management systems (CMS) such as AWARE or other enterprise platforms used in government or human services.

3.     Proficiency in documenting business processes, workflows and use cases.

4.     Experience supporting or executing user acceptance testing (UAT) and system upgrade validations.

5.     Strong knowledge of change management practices and experience supporting technology adoption and training for end users.

6.     Technical familiarity with IT systems, including basic troubleshooting, issue documentation and vendor communication.

7.     Excellent verbal and written communication skills, with the ability to translate technical issues into non-technical terms.

8.     Experience working in the Agile/Waterfall environments and collaborating with cross-functional teams.

9.     Knowledge of data privacy, system security and compliance frameworks relevant to public sector IT operations. 

 

Supervisory Responsibility:

None required for this position.

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers and smartphones.

 

Physical Demands:

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

 

Working Conditions:

Incumbents working in this job perform duties in an office setting. This is a 40-hour workweek requirement. This position may involve managing a high-volume workload and demands a high level of accuracy while working with deadlines. Regular attendance is an important part of being successful in this position. Reasonable accommodation can be made available to qualified individuals upon request.

 

Position Type and Expected Hours of Work:

This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. This position occasionally requires long hours and weekend work.

 

Travel:

Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.

High school diploma/GED and two (2) years of related experience; or two (2) years of experience at the lower level IT Business Analyst 1 (ITP060) or position equivalent.
