GENERAL DESCRIPTION:

The Compliance Officer is responsible for ensuring that our active portfolio partners comply with all applicable federal and state regulatory requirements associated with affordable housing programs. The Compliance Officer is a self-starter with a solid understanding of multifamily housing programs, who can independently conduct file audits, inspections, and regulatory reviews with minimal supervision.

KEY RESPONSIBILITES:

  •        Ensure compliance with regulatory requirements tied to funding sources across our multifamily housing portfolio.
  •        Interpret and apply complex federal and state regulations, including updates to housing program requirements.
  •        Conduct independent compliance audits and physical inspection reviews using established industry tools and resources.
  •        Review and monitor programs including:

o    Section 42 (Low-Income Housing Tax Credit LIHTC)

o    24 CFR Part 92 (HOME Investment Partnerships Program)

o    SLRF, ERA2, Exchange, TCAP, NHTF, FDIC, and 811 programs, Home-ARP

o    Fair Housing Act (FHA) and Section 504 as applicable to multifamily housing

  •        Apply internal compliance policies and standard operating procedures in all reviews.
  •       Utilize regulatory and industry-standard resources, including but not limited to:

o    HUD Handbook 4350.3 Rev-1

o    Qualified Allocation Plan (QAP)

o    DCA Compliance Manual

o    8823 Guidebook

o    ANSI standards and relevant CFRs

 

PRE-QUALIFICATIONS

  • Bachelor’s degree in public administration, business, finance, urban planning, a related field or an equivalent combination of education and relevant experience.
  •        Minimum 2–3 years of relevant experience in housing compliance, property management, auditing, or program monitoring.
  •        Familiarity with LIHTC, HOME, and other federally or state-funded affordable housing programs.
  •        Working knowledge of fair housing regulations and accessibility standards in multifamily housing.
  •        Proven ability to independently analyze, interpret, and apply regulatory frameworks.
  •        Excellent attention to detail, written communication, and organizational skills.
  •        Proficient in Microsoft Office Suite and comfortable using housing compliance software or databases.

 

CERTIFICATION

  •        Must possess or be actively pursuing HCCP (Housing Credit Certified Professional) certification upon hire.
  •        Certification must be completed within 12 months of hire; failure to do so may result in reclassification of the role.

Preferred Qualifications:

  •        HCCP Certification at time of application.
  •        Experience working directly with HUD-funded housing programs or conducting Management and Occupancy Reviews (MORs).
  •        Prior experience with state housing finance agencies
  •        Experience working directly with LIHTC Compliance

WORKING CONDITIONS (TRAVEL,HOURS,ENVIRONMENT)

This position is remote.

PHYSICAL / SENSORY REQUIREMENTS:

Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.

Must be able to remain in a stationary position 50% of the time.

Must be able to perform office-related duties.

Must be able to operate office equipment.

Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.

Must be able to perform essential job functions, with or without reasonable accommodation.

Must be able to perform essential job functions in an environment that will sometimes include increased levels of work-related stress.

Must maintain punctuality and attendance as scheduled.
