Job Title:  Statewide Facilities and Construction Manager- Atlanta

 

Pay Grade: O

Advertised Starting Salary: 95,000- 110,484

Job Summary:

Manages facilities maintenance team with engineering activities, performing tasks related to the design, renovation, repair and maintenance of facilities or other structures. Develops strategic and long term construction plans for the agency or institution. May develop internal procedures, applying sound principles used throughout the building and maintenance trades. Manages subordinate supervisors and staff. Some positions require maintaining 24-hour emergency on call availability.

Job Description:

·        Manage and coordinate Capital Outlay Budget for Department.  Work closely with Hospital RHA’s, COO’s and Maintenance Directors to assess facility needs in regard to campus maintenance and construction projects.  Once needs are determined, coordinate closely with DBHDD Management to determine priorities for Department.

·        Reconcile Department priorities for Construction and Renovation projects with OPB’s Capital Outlay Budget Planning Amount.

·        Manage Capital Outlay Budget Request process with OPB and serve as direct POC between OPB and DBHDD for Capital Outlay. 

·        Manage bond funds received from GSFIC for Capital Outlay projects.  Work with DBHDD Budget to establish DBHDD bond projects for Hospitals statewide.  Manages PO’s created by FM staff for bond projects.

·        Manage Hospital IRM Budget for Department.  Approve and create IRM projects based on Hospital requests for facility repairs and maintenance by working closely with hospital staff.

·        Manage Real Property for DBHD.  Responsible for maintaining all Real Property data on BLLIP for Department.  

·        Manage assets Serves as POC for DBHDD and SAO regarding all DBHDD assets including Buildings and Construction In Progress (CIP)

·        Responsible for understanding GAAP (Generally Accepted Account Procedures and GASB (Governmental Accounting Standards Board) rules and regulations regarding government equipment, buildings accounting, depreciation, asset life span, etc..

Preferred Qualifications

Bachelor's degree in engineering, business, or a closely related field from an accredited college or university

State Government experience in facilities or construction

FOR THIS TYPE OF EMPLOYMENT, STATE LAW REQUIRES A NATIONAL AND STATE BACKGROUND CHECK AS A CONDITION OF EMPLOYMENT. 

High school diploma/GED and twelve (12) years of experience in maintenance and/or general building construction, which includes two (2) years in a managerial role; or one (1) year of experience at the lower level Mgr 2, Facilities Maint/Const (FEM031) or position equivalent.
