State Liability Insurance Program Officer
(Hiring salary will be based on experience, credentials, pay equity, and statewide rules.)
GENERAL DESCRIPTION:
The DOAS Risk Management Services Division administers a self-funded liability insurance program that protects state of Georgia government and its employees from claims brought against them while performing official duties. The State Liability Program Officer serves as the insurance program expert for the state of Georgia.
As the State Liability Program Officer, you will be expected to develop, implement, monitor, and evaluate Georgia state government’s liability insurance program. You will be responsible for administering the liability self-insurance programs and excess insurance policies that include tort claims, employee liability, and state authority operational liability. You will be/become the subject matter expert on the Georgia State Tort Act, as well as all applicable rules and regulations potentially impacting State Agency operations. You will have the opportunity to apply your knowledge of industry best practices, trends, and legislative issues to develop and administer effective and efficient liability self-insurance and excess insurance programs.
Job Responsibilities:
Ø Identifies and negotiates coverage, premiums, deductibles, and terms and conditions with insurance brokers and carriers.
Ø Develops, interprets, reviews, and revises insurance policies, procedures, and standards.
Ø Manages liability insurance program specialists, contractors, and independent investigators who are responsible for claims administration and other program activities.
Ø Manages the third party administrator contract to ensure all obligations are met.
Ø Develops, implements, and evaluates customer education and training programs.
Ø Establishes and maintains working relationships with customers, vendors, and other state entities, including the Office of the Attorney General and the Office of Planning and Budget.

This position may require occasional travel.
Completion of a pre-employment background check is required.

MINIMUM ENTRY QUALIFICATIONS:
Bachelor's degree in a related field from an accredited college or university AND two (2) years in a managerial role in a related field; OR two (2) years of experience required at the lower level Mgr, Insurance Investigation (RCM040) or position equivalent.
PREFERRED QUALIFICATIONS: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below. PLEASE CLEARLY INDICATE YOUR QUALIFICATIONS ON YOUR RESUME.
Ø Five or more (5+) years of legal experience working within a plaintiff or defense firm in the litigation and management of civil actions.
Ø Five or more (5+) years of management experience in liability insurance underwriting, including excess coverage and claims handling experience
Ø Chartered Property and Casualty Underwriter (CPCU) designation from the American Institute for CPCU
Ø Associate in Claims (AIC) designation from the Insurance Institute of America
Ø Public sector risk management experience
- Master’s degree in risk management, insurance, actuarial science, or a law degree AND insurance experience as described in minimum qualifications
