The State Accounting Office (SAO) provides accounting and financial reporting expertise for the State and is statutorily responsible for statewide financial reporting. The SAO also provides enterprise oversight and management of the State’s Enterprise Resource Planning (ERP) system, accounting policy development, financial business process improvement recommendations, and management of the payroll and accounting shared service centers.
Position Description:
The IT Development Manager will lead integration efforts across a broad spectrum of Workday functionality including, HCM, Payroll, Finance and Procurement.
Provides guidance and mentorship to staff during implementation, enhancements, and process improvements initiatives.
Partner cross-functionally with HR, IT, Finance, other agencies, and third-party vendors to understand business needs, and translate those into clear development requirements
Drive innovation within Workday, exploring new functionalities, third-party integrations, and creative solutions that align with the GA@WORK roadmap.
Responsible for maintaining, optimizing, and enhancing our Workday system and its functional capabilities and integrations, ensuring operational efficiency, reliability, and scalability.
Sr. Manager, Information Technology (IT Development Manager) – ITM023
Pay Grade: P
Salary range: $76,821.60 - $101,879.70
Primary Duties and Responsibilities:
Integrations: Manages Design, implementation, delivery and support of integration projects and functionality using Workday Studio, RaaS, Enterprise Interface Builder (EIB), complex calculated fields, Web Services, Workday Custom Reports, and XSLT. Troubleshoot and resolve integration issues, ensuring high performance and system reliability.
Day-to-day Operations: Work to resolve issues, system troubleshooting, manage severity assignments and set priorities for resolution. Manage and monitor to ensure the operational efficiency and reliability of all integrations while periodically reviewing code to optimize where applicable.
Innovation: Keep up with market trends and tool innovations and investigate possible methods of improving and/or increasing automation.
Management: Build and develop the GA@WORK integration team by fostering a product-oriented mindset, promoting best practices, and driving technical skill growth within the team.
Skills and Competencies:
· Strong analytical and critical thinking skills
· Proficiency with Workday Extend development
· Strong understanding of Workday security protocols and role-based access controls
· Knowledge of Workday Studio, EIB, XML, XSLT, and Web Services (REST, SOAP) for building integrations
· Experience troubleshooting Workday integrations, including monitoring and debugging integration errors
· Strong in API development and integration methodologies
· Adept and proactive at problem-solving data discrepancies
· Strong interpersonal & project management skills and ability to develop and maintain relationships with third party vendors as well as people within the organization
· Outstanding communication and influencing skills, capable of engaging stakeholders at all levels, from senior leadership to end-users
· Strong leadership and commitment to team development skills with a proven ability to coach, mentor, and lead cross-functional teams in a collaborative environment

Minimum Qualifications:
Associate degree in a related field from an accredited college or university and five (5) years in a managerial or supervisory role; or seven (7) years in a managerial or supervisory role; or one (1) year of experience at the lower level Mgr 3, Information Technology (ITM022) or position equivalent.
Additional Qualifications:
· Minimum 5+ years expert level experience in Workday tools and technologies, including Workday integrations, Web Services, WorkdayStudio, SOAP, REST API, SQL, EIB, RaaS, Cloud Connect, Workday Extend etc
· Workday module certifications preferred (e.g. WorkdayPro, Integration)
· Knowledge of business processes and best practices, and a passion for aligning technology solutions to business goals and user needs
· Data-driven approach to decision-making, with the ability to analyze platform usage, measure impact, and translate insights into action
Preferred Qualifications:
Preference may be given to applicants who, in addition to meeting the Minimum Qualifications, possess the following:
· Experience in agile product development frameworks and a strong understanding of the product lifecycle from ideation to launch
· Strong analytical and problem-solving skills, with a proven track record of successfully navigating complex technical challenges and driving meaningful solutions
