GENERAL STATEMENT OF DUTIES:
Under the supervision of the Director of the Office of Credit Services, this position will be responsible for preparing detailed financial analysis of businesses, financial institutions and local governments including development authorities. The credit underwriter must perform the necessary level of due diligence in order to make a recommendation on the creditworthiness or financial strength of the business, financial institution or local government.
The Office of Credit Services performs a financial review of projects for the State’s economic development programs that deal with downtown revitalization, business expansion, infrastructure support and incentive funding for the recruitment of businesses. Entrepreneurs starting a new business or developers with a mixed-use project can be assisted with the State’s economic development programs along with established businesses that are expanding.
DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES
- Prepares a credit memo or risk analysis on the financial strength of a business or local government to be used in the review of applications submitted under one of DCA’s economic development programs.
- Prepares a review of the financial institutions that participate or partner in our economic development programs.
- Prepares an infrastructure analysis on a local government’s overall financial condition if required for the review of a project.
- Recommends the appropriate loan structure with a DCA program or suggest other suitable financing options. Identifies all conditions necessary for loan approval on the credit memo.
- Examines credit information submitted including financial statements, tax returns, credit reports, industry data and business plans. Analyzes a company’s liquidity, profitability, operating and solvency ratios.
- Participates in discussions with management on projects and presents the credit analysis during the formal review of projects.
- Provides technical assistance to the program managers as needed on loan structuring or other finance-related issues on a project.
- Assists the program manager with a completeness review of the credit information submitted in an application for financing assistance.
- Discusses project financing with other lenders in project if necessary to verify commitments are in place and their support for the business and project. Ensures the participating bank is aware and supportive of DCA’s participation in the project.
- Remains abreast of the regulations for DCA’s economic development programs and participates in the review of projects under various programs.
- Reviews the term sheet provided to DCA’s closing attorney and the draft loan documents if requested.
REQUIREMENTS:
- Bachelor’s degree in a finance-related area from an accredited college or university.
- Five years of commercial lending experience from a financial institution required or an equivalent combination of education and experience sufficient to perform the job duties and responsibilities of the job, as determined by the State of Georgia.
- Strong analytical skills with knowledge of commercial lending principles and proficiency with Microsoft Office Suite.
- Strong written and oral communication skills.
WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
This position is currently designated as a remote /Telework) position. This position is full-time (40 hours per week) and may require occasional overtime. Local periodic travel may be required
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.
