The Georgia Technology Authority (GTA) is currently seeking a 

Program Manager, Artificial Intelligence  

 

The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 89 Executive Branch agencies and managed network services to more than 1,200 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security. Managed network services include the state’s wide and local area networks, voice, cable and wiring, and conferencing services.

JOB SUMMARY: The Georgia Technology Authority (GTA) is seeking a dynamic and entrepreneurial Program Manager, Artificial Intelligence (AI) to lead the product and operational strategy of the Innovation Lab within GTA’s Artificial Intelligence (AI) Program. This role reports directly to the Chief Digital and AI Officer and is instrumental in managing end-to-end product pilot lifecycles for AI-enabled solutions, overseeing the Lab’s day-to-day operations, and driving strategic alignment across AI projects within state government.

The ideal candidate combines product management acumen, program execution expertise, and a passion for responsible AI innovation. This individual will lead agile teams, facilitate public-private collaborations, and cultivate a culture of experimentation and learning—ultimately helping deliver scalable, human-centered AI solutions that improve public service delivery.

RESPONSIBILITIES:

 

AI Product Management

        Manage the product lifecycle of AI solutions incubated in the Innovation Lab, from ideation to pilot.

        Partner with stakeholders to define AI product requirements, success metrics, and user-centric outcomes.

        Translate policy goals and user needs into actionable product roadmaps for emerging technology projects.
Establish metrics and evaluation frameworks to assess the performance and impact of AI initiatives, driving continuous improvement and accountability.

 

Innovation Lab Operations

 

        Oversee the daily operations of the Innovation Lab, ensuring it remains a collaborative space for prototyping, testing, and co-designing AI solutions with vendor partners and state agencies.

        Coordinate resources, logistics, and communications to support workshops, hackathons, and lab-based experimentation.

        Maintain lab infrastructure and optimize workflows to support rapid development cycles.

        Develop and implement an AI innovation agenda aligned with Georgia’s broader digital strategy, ethics framework, and service modernization goals.

        Provide program oversight across multiple AI initiatives—managing budgets, risks, timelines, and reporting structures.

        Monitor progress and track measurable impact of Lab-driven AI solutions and pilots across agencies.

Stakeholder Collaboration

     Build strong cross-functional relationships with agency leaders, technical teams, vendors, researchers, and community stakeholders.

     Serve as a translator between technical teams and business owners to ensure clarity, alignment, and responsible deployment of AI solutions.

Governance and Ethics

     Contribute to the development of ethical AI standards, procurement frameworks, and governance playbooks.
Ensure lab projects comply with data privacy, security, accessibility, and equity principles.

Capacity Building

  • Oversee AI training direction aimed at building AI literacy and competency among state employees, ensuring the workforce is equipped to leverage AI technologies effectively.
  • Lead training and knowledge-sharing efforts that grow AI and product management literacy across state agencies.
  • Develop toolkits, playbooks, and learning resources to scale adoption of AI products and practices.

AGENCY SPECIFIC QUALIFICATIONS:

 

Minimum Qualifications: 

        Bachelor's degree in Computer Science, Artificial Intelligence, Human-Centered Design, Public Administration, or a related field AND three (3) years of experience in product management, program leadership, or innovation in a tech-forward environment.

        Demonstrated knowledge of AI technologies, ethics in AI, and operational best practices.

        Strong organizational, leadership, and problem-solving abilities.

 

Preferred Qualifications: (preference will be given to candidates with one or more of the following skills or experience)

        Master's degree in a relevant field (e.g., AI, Public Policy, Innovation Management) AND five (5) years of experience leading product or innovation initiatives, preferably in the public sector or civic tech ecosystem.

        Familiarity with AI governance, experimentation methodologies (e.g., design thinking, agile), and product-market fit evaluation.

        A systems thinker with a bias toward action, comfortable navigating ambiguity while maintaining clarity of purpose.

        Skills: Exceptional leadership, strategic thinking, communication, and stakeholder management skills. Ability to navigate complex environments and drive cross-functional collaboration.

        Vision: A visionary leader with a passion for leveraging technology to improve public services and a commitment to ethical, transparent, and accountable AI deployment.

 

COMPENSATION/WORKER TYPE/ADDITIONAL DETAILS:

Target Hiring Salary Range: *Salary commensurate with education and experience.

*Current Georgia state government employees will be subject to SPB rule provisions.

Worker Type: Hybrid – State of Georgia Remote Work Option
