GENERAL DESCRIPTION

Within the Department’s Office of Community Planning, Research, and Geoanalytics and under general supervision of the Office Director, the candidate will supervise a flexible, collaborative team that provides mapping and GIS analysis, Research analysis and Survey collection for a wide variety of clients. They will manage service delivery and steward critical resources for a variety of statewide programs.  The incumbent will need to develop strategic goals and tactical objectives for the team, set and monitor performance benchmarks, oversee the implementation of new and innovative initiatives, rapidly assume responsibility for a number of ongoing projects.  The position is responsible for developing and maintaining documentation related to established data processes, standards, and workflows.  The successful candidate will need to demonstrate an ability to multitask and have outstanding customer service skills including the ability to easily identify and understand business needs and articulate/develop solutions with customers.  This position will need to have a general understanding of how governments function in Georgia and the ability to follow legislation relating to specific programs.

This position is well-suited for a professional with some early career experience who is looking for an opportunity to develop their skills in an environment that promotes continuing education and provides the potential for long-term advancement.  This is a front-line, supervisory role designed for a working manager who is responsible for a small team. 

Necessary Attributes

  • Knowledge of Microsoft’s suite of office software
  • Advanced knowledge of MS Excel and Teams
  • Strong project management skills including planning, organizing, and analyzing
  • Strong leadership qualities
  • Adaptability and dexterity in assessing competing demands and (re)prioritizing work in response to evolving circumstances
  • Skill in working both as a collaborative team member and as a project manager
  • Skill in oral and written communication
  • Solid interpersonal skills and ability to positively interact with internal and external partners
  • Attention to detail; excellent time management and organizational skills
  • Ability to lead a diverse team with a variety of assignments and to ensure the work is complete, accurate, and thorough

Helpful Characteristics

Knowledge of the Esri software suite

Knowledge of census data

Knowledge of fiscal impact analysis

Knowledge of survey methods (ideally including the Qualtrics platform for data collection)

Ability to work well on interdisciplinary project teams communicating complex information to non-technical colleagues

Willingness to explore opportunities throughout the agency where we can transform data into information / policy.

Agency-Specific Minimum Qualifications:

Bachelor's degree in geography (GIS), government, business, public policy or related field from an accredited college or university AND Three years of experience managing professional level staff OR Seven years of related professional experience AND Three years managing at the level equivalent to area of assignment OR Three years of experience required at the lower level Mgr, Business Ops (GSM010) or position equivalent. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis

Preferred Qualifications:

Strong preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess at least one of the following:

  • Master’s degree in a directly related field;
  • A relevant professional certification; and/or
  • Two or more years of experience working within a government organization, regional commission, or consulting company serving these organizations in implementing the programs over which our office has oversight.

Position Requirements

Candidates selected for an interview will be asked to provide examples of previous work-product prior to the interview.  1-2 onsite interviews will be scheduled with the best-qualified candidates. 

The selected candidate will be subject to a criminal background check, educational degree check, reference checks, and (because occasional travel via automobile is required within the state) a motor vehicle records check prior to the extension of a job offer. Applicant must have and maintain the legal ability to drive a vehicle in the State of Georgia and travel via airplane to out-of-state conferences. 

This is primarily an in-office position.  The opportunity for a hybrid work environment (dependent upon successful performance) may be offered after successful completion of an initial, six-month, 100% in-office onboarding period. Hybrid workers are responsible for providing their own internet access to facilitate their work from home when they are not at the office.  DCA will provide a work cell-phone and other necessary hardware/equipment. 

Job candidate for this position will be subject to a criminal background check, MVR, educational degree check, and reference checks prior to the extension of a job offer. 

The salary offered to the successful applicant will be reflective of the extent to which minimum and preferred qualifications are met.  To receive an offer at the top of the range posted, experience must exceed preferred level.   In no circumstance will a salary above the advertised range be authorized.

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

This position is currently designated as an in office position.  This position is full time (40 hours per week) and may require occasional overtime.  Local periodic travel may be required. 

PHYSICAL / SENSORY REQUIREMENTS:

Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.

Must be able to remain in a stationary position 50% of the time.

Must be able to perform office related duties.

Must be able to operate office equipment.

Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.

Must be able to perform essential job functions, with or without reasonable accommodations.

Must be able to perform essential job functions in an environment that will sometimes include increased levels of work-related stress.

Must maintain punctuality and attendance as scheduled.
