Job Summary: 

Under broad supervision, provides advanced level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower-level staff.

 

Primary Duties & Responsibilities:

  • Under limited supervision at an advanced working level, independently utilizes Geographic Information System (GIS) technologies in ArcGIS 10.x Software Suites to create, edit, analyze, and manage spatial data, perform raster and vector-based analysis for reporting and decision making. 
  • Work with CAD data (i.e. AutoCAD, MicroStation) to integrate into GIS workflows and datasets, transferring spatial and non-spatial data from aerial imagery, county land base maps and other source documents.
  • Consistent data creation and maintenance of multiple linear referencing systems.
  • Creates, maintains, and updates City, County, and special use maps of greater complexity employing GIS technologies through related available equipment and resources.
  • Supervises trains and coaches lower-level analysts, conducts ne\eds assessments, database design, and workflow development.  
  • Other duties as assigned.

 

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications

 

Entry Qualifications:

  • Bachelor's degree in a related field AND One (1) year of job-related experience OR associate degree in a related field from an accredited college or university AND Two (2) years of job-related experience OR One year of experience or position equivalent.

 

Agency Specific Qualifications:

  • Undergraduate degree in GIS, Geography, Computer Science, Planning, Engineering, or related discipline, OR equivalent professional experience using GIS, CAD, and/or automated mapping software in the production of maps and spatial analysis, OR two years of related professional experience. 
  • Demonstrated experience working with transportation related data
  • Demonstrated experience in applying Python towards automation of Geoprocessing tasks.
  • Demonstrated experience working in a versioned environment
  • Demonstrated experience in performing and/or developing QA/QC processes
  • Demonstrated experience in a supervisory or mentoring role
  • Demonstrated ability to effectively organize work, set priorities and determine strategies to achieve them in accordance with overall departmental objectives.
  • Demonstrated ability to provide instruction/on-the-job training to lower-level analysts.
  • Demonstrated experience in utilizing Geographic Information System (GIS) technologies.
  • Experience Managing and editing geospatial datasets
  • Advanced working knowledge of ArcGIS Desktop and linear referencing principles
  • Demonstrated ability to utilize ArcGIS Model Builder towards automation of Geoprocessing tasks
  • Demonstrated proficiency with intermediate level scripting (Python, MS SQL)
  • Experience and knowledge of relational databases
  • Demonstrated ability in developing complex processes to display land feature, economic, and/or demographic data in a map/graphics format.
  • Demonstrated knowledge of technical geography and proficiency in using GIS software to perform spatial analysis.
  • Demonstrated ability in reading and interpreting technical journals/manuals, program documentation, aerial photographs, maps, and graphs.
  • Demonstrated ability in writing technical reports, program documentation, and business correspondence
  • Deliver data content for group seminars, forums, public communication, and presentations
  • Demonstrated ability to solve practical problems and apply innovative solutions.
  • Ability to adapt quickly to change including new technologies and procedures.
  • Demonstrated ability to communicate and work effectively with internal and external staff in a professional, cooperative manner.
  • Displays a high level of initiative and high standards of ethical conduct.
  • Committed to providing quality customer service.

 

IMPORTANT INFORMATION FOR ALL GDOT JOBS

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.            

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
