JOB SUMMARY: Manages the transportation planning activities of an organization, division, or agency. Serves as a group leader to professionals providing professional support.
JOB RESPONSIBILITIES: As a change agent within the Office of Performance-based Management & Research, manages transportation asset management planning and serves as group leader to multiple cross-functional teams providing professional support. Under general supervision and guidance, serves as project manager and subject matter expert for GDOT’s transportation asset management program, to include support/implementation of the agency’s federally required Transportation Asset Management Plan. Keeps current of federal rules and business practices via research, professional networking and participation in available training. Reviews/research other agency’s asset management plans/processes for recommendation and support of best practices at GDOT. Builds and maintains documentation of GDOT asset management business processes. Proactively monitors and ensures agency compliance with documented guidelines and agreed upon procedures. Coordinates and facilitates asset management task force and steering committee meetings and provides oversight of consultant services. Reviews and monitors federal regulations to ensure compliance and timely submission against deadlines. Gathers, verifies, documents and reports Department’s performance data for various federal, state and agency reports.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications
STATE ENTRY QUALIFICATIONS:
· Associates degree from an accredited college or university AND Four (4) years of job-related experience, which includes One (1) year in a lead worker, team leader or supervisory role:
· or one (1) year of experience at the lower level (TRP063) or position equivalent.
Note: An equivalent combination of education and job specific experience that provided knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year.
AGENCY MINIMUM QUALIFICATIONS:
· A four-year degree and four years of related professional experience.
OR A two-year degree and 6 years of related technical experience.
· Possesses strong project management skills NOTE: To receive credit for related professional/technical experience, experience must be in the following fields: construction, architectural, commercial, transportation, or engineering related projects.
· Strong computer skills and experience with Microsoft Office (Outlook, Word, Excel, PowerPoint, Visio)

AGENCY PREFERRED QUALIFICATIONS:
· Experience in management of transportation infrastructure assets.
· Working knowledge of various assets owned and operated by the Department.
· Experience in transportation projects in one or more of the following areas: construction project management, maintenance management, design engineering, environmental or transportation planning, civil-engineering or transportation-related experience.
· Possession of a Construction Industry Institute (CII), Certified Associate of Project Management (CAPM), or Project Management Professional (PMP) certification.
· Graduate degree in Project Management or related field from an accredited college or university.

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
