Office of Maintenance-TRP051-Transportation Specialist 2 (PG-L) Pavement Asset Liaison, Forest Park, GA.
STATE PROFILE SUMMARY: Under general supervision, provides working level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic.
JOB RESPONSIBILITIES:
· Under limited supervision of the Pavement Marking Contract Manager, assists in the management of pavement marking contracts in two or more Districts.
· Supervises the contractor’s work to ensure contract requirements are satisfied and work is performed in accordance with all applicable guidelines and with established practices.
· Trains and assist less experienced personnel.
· Prepares and distributes reports which document and provide basis of payment for the work accomplished.
· Reviews district pavement marking plans and contract documents prior to and during implementation.
· Attends and participates in contractor meetings, conducts regular assessments of the contract items to ensure compliance with the contract.
· Ensures that work is performed according to all DOT/Federal standards, guidelines and policies.
· Responds to all complaints and ensures all inquiries are addressed immediately.
· May coordinate public responses to inquiries from the media.
· Coordinates and tracks task orders through a centralized system to ensure timely execution, compliance with scope and alignment with program priorities.
· This position requires statewide travel.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications
STATE ENTRY QUALIFICATIONS:
· Bachelor's degree in a related field and six (6) months of job-related experience;
· OR an Associate degree in a related field and one (1) year of experience;
· OR One year of experience at position equivalent.
AGENCY SPECIFIC QUALIFICATIONS:
· Demonstrated thorough knowledge of roadway projects; with experience in roadway activities.
· Demonstrated ability to monitor expenditures to ensure cost effective support of programs and policies.
· Demonstrated knowledge of and understanding of plans, specifications and contracts.
· Demonstrated knowledge of GDOT pavement marking standards.
· Familiarity of transportation operations necessary to manage overall activities of maintenance or construction
· Demonstrated competencies in managing work activities without direct supervision, working independently, and being self-motivated.
· Displays a high level of commitment towards work and high standards of ethical conduct.
· Demonstrated experience to solve practical problems by choosing appropriately from a variety of mathematical techniques.
· Displays excellent communication skills with demonstrated experience to interact effectively with management and the outside public.
· Demonstrated experience to read and comprehend procedures, methods, and all other documents associated with roadway and highway construction and/or maintenance activities.
· Demonstrated experience to write or supervise the preparation of reports and correspondence.
· Demonstrated ability to analyze situations in order to generate and evaluate alternatives and recommend a solution based on facts, rules, etc.
· Ability to organize and manage multiple priorities
· Problem analysis and problem resolution at both a strategic and functional level.
· Strong customer orientation
· Excellent interpersonal and communication skills.
· Demonstrated ability to manage and report on progress using digital tracking tools, ensuring adherence to timelines, budgets and agency standards.
AGENCY PREFERRED QUALIFICATIONS:
· Three or more years of demonstrated experience similar in the area of the advertised vacancy.
· Demonstrates a thorough working knowledge of maintenance or construction standards.
· Demonstrates a thorough working knowledge in administering contracts.
· Demonstrates knowledge of the MUTCD, GDOT Traffic Control Work Zone Manual, Maintenance standards
· Possesses basic computer skills.
· Demonstrated experience improving established methods or creating new methods when established methods and procedures are inapplicable or unavailable.
· Demonstrated ability to analyze conflicts and negotiate acceptable solutions.
· Competency to determine priorities from management and convey information to and from the general public.
· Competency to work and communicate cooperatively with others.
· Possesses the ability to visualize the required work and ascertain what materials and equipment are needed to complete the job.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.
