JOB SUMMARY: Under limited supervision, serves as a lead engineer performing engineering assignments. Provides engineering assistance developing project plans, designs, or traffic engineering studies and other related documents, field experience with traffic signals and ITS hardware, cost estimates and other engineering technical reports for transportation projects. Provides training, support and knowledge sharing to other engineers.

 

JOB SPECIFIC DUTIES:  Serves a Lead Design Engineer in the Estimating, Value Engineering and Concept Report Review Section.  Responsible for reviewing and processing for approval and implementation of Programmed Cost Estimate updates.  Also responsible for providing Concept Report reviews required of this Office.  Responsibilities may include assisting the Office Value Engineering Specialist, attending Concept Team Meetings, developing project construction plans, reviewing maintenance project final plan submittals, and assisting the Office Plan Review Section with the review of construction plans. Specific responsibilities will include:

·         Perform review prior to submittal for approval and implementation of Programmed Cost Estimate updates for Construction, Utilities, and Right of Way submitted to this Office.

·         Perform in-depth engineering level review of Construction Cost Estimates included in Programmed Cost Estimate updates and Concept/Revised Concept Reports submitted to this Office.

·         Provide recommendations for update of GDOT policies on Programmed Cost Estimate updates where needed.

·         Document, track, and process Programmed Cost Estimate updates submitted to and reviewed by this Office.

·         Assist with providing engineering level reports to GDOT Management on status and results of Programmed Cost Estimate updates where needed.

·         Provide engineering level reviews of Concept/Revised Concept Reports. 

 

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertis ed minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.

 

STATE ENTRY QUALIFICATIONS:

·         Bachelor’s degree in civil engineering technology, engineering with a civil specialization, construction engineering or other engineering/ engineering technology field of study and two (2) years of job-related experience and a Professional Engineer (PE) License; OR

·         Professional Engineer (PE) License with two (2) years of experience

 

NOTE: Additionally, foreign degree requires a completed Equivalency Evaluation by NCEES along with an official transcript

AGENCY MINIMUM QUALIFICATIONS:

·         Minimum four years of experience as a:

o   Design Engineer developing roadway construction plans and construction cost estimates OR

o   Construction Cost Estimator developing GDOT Engineer’s Estimates OR

o   A combination of the two above equaling four years

·         Demonstrated experience in reading and interpreting roadway construction cost estimates.

·         Demonstrated experience in reading and interpreting roadway construction plans and all pertinent documents.

·         Demonstrated ability in preparing or reviewing correspondence and technical reports associated with roadway construction projects.

·         Demonstrated experience in preparing calculations of appropriate quantities and/or estimates associated with roadway construction projects.

·         Demonstrated experience to work independently of direct supervision and guidance.

·         Demonstrated experience working and communicating with supervisors, local officials, engineering consultants, other Department of Transportation offices, and Federal Highway Administration (FHWA) to meet their needs.

 

AGENCY PREFERRED QUALIFICATIONS:

         Six (6) or more years of experience in designing multiple complete roadway and/or highway construction projects.

         Demonstrated experience reading and comprehending structural information on construction plan sections such as bridge and wall plans.

         Demonstrated experience in construction inspection on roadway construction projects.

         Demonstrated experience developing and providing instruction.

         Demonstrated experience developing and giving oral presentations.

         Actively involved in professional societies (i.e., ASHE, ITE, ASCE, etc.)

         Demonstrated experience in using awarded construction contract bid tabulations to assign and/or check construction cost estimate pay item unit prices.

         Demonstrated experience in assigning and/or checking correct pay items for roadway construction projects.

 

IMPORTANT INFORMATION FOR ALL GDOT JOBS

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.  

 

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
