As part of the GaARNG Construction & Facilities Management Office Environmental Team, the Environmental Compliance 3 serves as an NEPA/ECP Cultural and Natural Resources Manager, primary purpose is to monitor, prepare for and ensure regulatory compliance with the National Environmental Policy Act (NEPA), Environmental Condition of Property (ECP), and Cultural Natural Resources programs as they apply to and are associated with actions and activities with the GaARNG. Additionally, the NEPA/ECP Program Manager is responsible to manage contractor support for all phases of Environmental Assessment/ Environmental Impact preparation in accordance with guidance published in the Army National Guard NEPA and ECP Manual.

 

Duties and Responsibilities:

 

  • Prepare Scopes of Work (SOWs) relative to position program areas ECP's (Environmental Site Assessment (ESA's), Environmental Baseline Surveys (EBS's), Preconstruction Site Selection Reports (PSS's). 
  • Manage and ensure regulatory compliance with the National Environmental Policy Act (NEPA), Environmental Condition of Property (ECP), Cultural and Natural Resources programs as they apply to and are associated with actions and activities of the GaARNG. Interpret statutory, regulatory and agency policy within the context of each Program's objectives and determine the appropriate course of actions to ensure compliance.
  • Serve as the GaARNG Subject Matter Expert and Technical Representative for each assigned program area, providing technical guidance, input, and internal and external customer support, as applicable and when requested. Work closely and collaborate with CFMO Directorates to gain knowledge of upcoming projects, scopes, and mission activities and prepare for them.
  • Complete checklists and Categorical Exclusions for projects initiated by the other CFMO directorates.
    • Evaluate accurate Categorical Exclusion applicability.
    • Work with the Planning, Programming and Real Property Directorate to evaluate immediate or future NEPA/ECP, CR, NR program area needs.
    • Responsible for drafting (or overseeing/ reviewing contractor and staff drafts) and coordination of environmental NEPA documentation, according to AR 200-1, AR 200-2 and related regulations and guidelines.
    • In charge of drafting (or overseeing a contractor), reviewing, disseminating, and National Guard Bureau (NGB) submission of any needed NEPA environmental documentation (e.g. RECs, EA's, EIS, ESA's, TSA's, ECPS).
    • Act as the Project Manager for contracts awarded in these program areas.
  • Manage the existing GaARNG Integrated Cultural Resources Management Plan (ICRMP) and prepare for Plan Updates
    • Ensure Archeological Surveys are current and complete.
    • Ensure ICRMP updates are managed annually.
    • Responsible for identifying cultural resource projects required to support GaARNG mission activities and actions, preparing detailed project related scopes of work and submitting cost estimates to the Directorate EPM and Deputy in a timely fashion.
    • Manage the requirements for Archeological Surveys for real property actions and ensure their inclusion in the ICRMP.
  • Serve as the GaARNG primary contact for Native American and cultural resource issues.
    • Arranging for and facilitating the Consultation Process with the 14 Federally Recognized Tribes associate with Georgia.
    • Assist the EPM in constructing, initiating, and managing Memoranda of Agreements and Programmatic Agreements.
    • Ensure Tribal contact is made as required in the NEPA process.
    • Support the Quad States (MS, AL, FL, and GA) commitment to share hosting opportunities of the Annual Tribal Construction.
  • Ensure Natural Resources Management, as related to the actions and activities of the GaARNG, is evaluated for awareness and compliance. Evaluations relate to US Fish and Wildlife Service surveys and data. Threatened and Endangered Species confirmations, Forestry Management (for timber harvests) etc. Ensuring the specifics require for NEPA are documented included in NGB evaluation submission packages.
  • Actively participate in the Environmental Directorate's weekly team meetings (SYNCs), communicate and update project progress (as requested by the EPM, the Environmental Deputy Director), ensure all records, surveys, project documents and final products are maintained on the GaARNG file server.

Preferred Qualifications:
Preference will be given to applicants who, in addition to meeting the minimum qualifications possess: 

1) Bachelor's degree or higher in Biological Sciences, Natural Resources Management, or a closely related field from an accredited college or university; and Three (3) years minimum of relevant full-time professional level work.

2) Completion of a NEPA Certification Program from an accredited university.

3) Knowledge of and familiarity with natural, cultural and environmental preservations and protection regulations such as Endangered Species Act (ESA), Migratory Bird Protection Act (MBPA), Clean Air Act (RCRA), and others.

4) Ability to communicate effectively orally, in written/graphic presentations, in public forums, and to exercise negotiation skills and command presence.

5) Knowledge and ability to proficiently to use Microsoft based operating systems and programs, including but not limited to Teams, Word, Excel, PowerPoint and Outlook.

The GADOD allows state employees a maximum of one hour per workday of official time may be used as physical fitness training onsite, dependent upon business needs.

Bachelor's degree in chemistry, biology, physics, geology or other natural or physical science or engineering field from an accredited college or university AND Two years of professional experience in environmental protection OR One year of experience at the lower level Environmental Compliance Spec 1 (RCP020) or position equivalent.
