Accounting Office, State - SAO

The State Accounting Office (SAO) provides accounting and financial reporting expertise for the State and is statutorily responsible for statewide financial reporting. The SAO also provides enterprise oversight and management of the State’s Enterprise Resource Planning (ERP) system, accounting policy development, financial business process improvement recommendations, and management of the payroll and accounting shared service centers.

 

Georgia’s State Accounting Office (SAO) is seeking a Change Management & Communications Manager, who under broad supervision, will support organizational readiness and communication activities for the state’s new ERP system, GA@WORK (Workday), through implementation and sustainment. The system will serve the state’s full workforce by providing human capital, finance and procurement business support at the July 1, 2026, go-live.

 

Responsibilities include supporting and executing the project’s communications and change management plans. Developing communication materials, information publications and presentations. Developing agency key readiness indicators, creating methods and tools for measuring readiness throughout the implementation, supporting agency leadership, project team, and NextGen Change Network personnel through the change process, and supporting interactions with agency stakeholders. This role is also responsible for assisting with the execution of the project’s change management strategy and plans, including stakeholder engagement, sponsorship plan, and change impact and readiness plan.

 

Must have experience working on a technology-based project and/or supporting IT program transformations.

 

Mgr2, Business Ops (Change-Communications Manager) – GSM011

Pay Grade: M

Salary Range: $56,310.72 - $73,677.24

 

Primary Duties and Responsibilities:

·        Coordinate, prepare, and execute communications related to the Workday system and related process changes, including coordination of leadership forums, employee newsletters or alerts, informational sites and manuals, training curriculum, and other related assets

·        Supports ongoing change management activities, including the Change Network and Super User programs

·        Manage through complexities to deliver sustainment and adoption of system and behavioral changes

·        Collaborates and contributes as a member of the program OCM team that includes change management, communications and training

·        Assists in tracking and measuring organizational readiness and adoption metrics, analyzing data and insights through implementation and sustainment

·        Assesses change resistance and provides mitigation strategies, plans and activities

·        Analyzes, translates and addresses change impacts collaboration with project stakeholders and the program OCM team / SAO team

·        Collaborates with Workstream teams and communicators to identify, develop and deliver on stakeholder engagement activities

·        Collaborates with data and technology teams to plan and execute change and communication activities as needed

·        Contributes to program, project and leadership communication content and materials as needed

·        Facilitates meetings, including setting agendas, identifying participants, documenting and following up on action items

·        Drafts and facilitates project and enterprise communications and follows project review process

·        Responds to routine inquiries about the organization by answering questions or directing them to the appropriate party, research answers to questions

·        Tracks plan activity details and progress to evaluate effectiveness and plan ahead for change management strategy and plans

 

Skills and Competencies:

·        Skilled in cross-functional relationship management / influencer who can build trust and awareness

·        Strong written and verbal communication skills

·        Exceptional writing skills and creative outlook with strong attention to detail, editing, and tone

·        Ability to collaborate across technical, business and leadership teams

·        Ability to create strong presentations with accurate content and appealing visuals in PowerPoint

·        Strong analytic and problem-solving skills

·        Ability to assess and analyze feedback and provide recommendations fit for purpose

 

Minimum Qualifications:

Bachelor's degree in operations management, business administration, or a related field which includes three (3) years in a managerial or supervisory role; or seven (7) years of related professional experience which includes three (3) years in a managerial or supervisory role; or three (3) years of experience required at the lower level Mgr, Business Ops (GSM010) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

 

Preferred Qualifications:

·        Bachelor's degree in communications or a related field from an accredited college or university AND three years of change management, change communications or related experience

·        ERP implementation project experience in a change management practitioner role preferred

·        At least 3 years of experience working in a role to prepare organizations for change

·        At least 2 years of experience working in a communications position, drafting written content and creating effective presentations

·        Experience on at least two enterprise-wide change management projects / business transformations

·        Prosci or CCMP comparable certification

·        Experience with change management methodologies, tools and techniques

·        Experience drafting communications for technology projects

·        Experience using SharePoint, Teams (or equivalent) and MS Office tools in supporting change work
