JOB SPECIFIC DUTIES: The Communications Program Manager leads the strategic planning and execution of all P3‑related communications activities across project development, procurement, and construction. The position serves as a spokesperson for P3 projects and coordinates closely with the Department’s statewide spokesperson to ensure consistent, accurate, and timely communication about major initiatives. Responsibilities include managing media inquiries related to P3 efforts, ensuring approved messaging is communicated effectively, and preparing leadership for interviews, stakeholder meetings, and public events. The manager works collaboratively with GDOT P3 project teams, consultant teams, and multiple GDOT offices impacted by P3 activities to support aligned communication that reflects project milestones and departmental priorities.

 

The position provides strategic guidance to senior leadership on public perception, outreach needs and communication risks related to major P3 and managed lanes initiatives. The manager oversees the development, review and final approval of public materials such as media releases, project updates, digital content and presentations. The role directs communication activities performed by program management consultants and coordinates their work with internal communications needs. The manager supports public meetings, public hearings, and stakeholder engagement activities and ensures compliance with departmental protocols. The position maintains strong working relationships with media, community leaders, industry partners, and key stakeholders to support an accurate and clear public understanding of GDOT’s P3 program.

AGENCY MINIMUM QUALIFICATIONS:

·       Possession of a Bachelor's degree in Communications or related degree

·       Seven years of communications experience for an organization or communications agency, managing high-profile projects and/or clients

·       Strong experience in current strategic communications practices, concepts and dynamics

·       Demonstrated leadership and achievement in the communications field in either the public or private sector

·       Effective project leader with the ability to start and complete projects in a timely and efficient manner; must be results-driven and goal-oriented

·       Demonstrated success in managing the activities and processes supporting multiple simultaneous communications functions

·       Ability to work across teams to execute a communications plan

·       Ability to manage multiple projects at once and prioritize tasks to meet deadlines

·       Strong creative, analytical, interpersonal and presentation skills

·       Ability to conduct complex analysis and present data in an understandable way

·       Self-starter who enjoys brainstorming and working with a team; achieves results and takes action to address problems and opportunities.

·       Excellent organizational and proofreading skills, with attention to detail & accuracy

·       Excellent writing and editing skills; experience building collaborative communications programs with a focus on digital channels a plus

·       Experience managing integrated communications programs utilizing multiple channels, including traditional media outreach, digital and social media platforms and more

·       Excellent customer service skills and a strong desire to provide quality products and services to internal and external clients

 

 

AGENCY PREFERRED QUALIFICATIONS: 

·       Eight or more years of communications experience for an organization or communications agency, managing high-profile projects and/or clients

·       Excellent organization, problem solving, written and verbal communication skills

·       Strong relationship building and influencing skills, especially with senior leaders

·       Demonstrated experience with the transportation industry or a state government agency
