POSITION:               PURCHASING COORDINATOR

REPORTS TO:         Director of Administrative Services

     SALARY RANGE:   Low to Mid $50’s annually, depending on education and qualifications

EFFECTIVE:            This position is available now

RESPONSIBILITIES:

The Purchasing Coordinator is responsible for coordinating the purchase of equipment, supplies and services, contract management and bid process management while ensuring compliance with State of Georgia Purchasing guidelines.

MAJOR DUTIES:

·       Ensures prompt, efficient service is provided in procurement of services, supplies and equipment to include emergency purchases

·       Processes purchase requests and issues purchase orders and change orders in accordance with established purchasing rules and regulations

·       Review purchase order status regularly and follow up with vendors and employees for shipment or receipt of goods backup documentation

·       Maintains Procurement Procedure Manual and file maintenance

·       Maintains spreadsheets for all bids, agency contracts, leased equipment and maintenance contracts

·       Evaluates vendor contract performance

·       Prepares bids and request for proposals by developing, soliciting, evaluating and awarding contracts; posting bid awards to Ga. Procurement Registry

·       Prepare requests for State Board Approval for certain purchases

·       Acts as liaison with TCSG Purchasing and point of contact for employee compliance and purchasing questions and training

·       Compiles yearly Non-Profit Organizations Contract Report

·       Compiles yearly Security and Immigration Report

·       Compile yearly listing of new leases for year-end reporting

·       Maintains spreadsheet of bond, maintenance repairs and renovation and other special funds purchase orders

·       Works with Purchasing Assistant to monitor workflow

·       Completion of Purchase GCPM Certification and PCard Certification

·       Other work-related duties as assigned by Supervisor

MINIMUM QUALIFICATIONS:

·       Completion of a Bachelor’s degree in Accounting, Business Administration, or a closely related field from an accredited College or University, AND two (2) years of work-related experience;

·       NOTE:  Work-related experience may substitute for the degree on a year-for-year basis.

COMPETENCIES:

·       Knowledge of State Purchasing Guidelines

·       Skill in the operation of computers and job-related software programs; preferably PeopleSoft, Workday, Team Georgia Marketplace

·       Skill in interpersonal relations and dealing with the public

·       Effective decision-making and problem-solving skills

·       Ability to make decisions in compliance with specific rules, regulations, policies and procedures

·       Ability to gather and analyze technical data

·       Position will require a PCard

PREFERRED QUALIFICATIONS (in addition to minimum qualifications and competencies):

·       Previous State of Georgia purchasing experience

·       Work experience using an Oracle-based purchasing software or a cloud-based purchasing software

Physical Demands

Occasionally lifts or moves objects of a light to medium weight, up to 20 pounds.  Work is typically performed in an office environment with intermittent sitting, standing, or walking in various settings.  Full range of hand and finger motion is utilized for data entry purposes.

State of GA benefits include: A choice of retirement plans (Georgia State Employees’ Pension and Savings Plan or Teachers’ Retirement System), health and flexible benefits insurance options, sick leave and annual leave accruals (10 hours each on a monthly basis), and 13 state holidays. This position is available to telework one day per week after six (6) months of employment.
