GENERAL DESCRIPTION:

The Department of Administrative Services (DOAS) Information Technology (IT) division seeks an individual to function as a Sr. Project Manager. The Sr Project Manager will be responsible for assembling project teams, assigning individual responsibilities, developing schedules, and coordinating all necessary resources to ensure timely completion of projects. The individual will manage large complex projects from conception through completion following industry-recognized project management methodology. Also, this person's experience must have senior-level independent decision-making, problem-solving, and the utilization of written, oral, and interpersonal communication skills involving diverse units and organizations. In addition, the individual must have extensive project management experience, including risk management, performance management, strategic planning, and development methodologies.

Job Responsibilities:

  • Plans, organizes, and integrates cross-functional information technology projects to deliver specific results to customers on time.
  • Establishes benchmarks, milestones, and coordinate delivery of projects.
  • Manages communication of status, issues, and project budget to teams, clients/vendors, and management to ensure key deliverables are met.
  • Manages project tasks (gathering requirements, facilitating design discussions, managing application development, testing, training, and rollouts) as required to keep projects on track.
  • Manages complex projects/programs for all 5 DOAS divisions including Human Resource Administration, State Purchasing Division, Risk Management Services, Surplus Property Division, and Office of Fleet Management as well as supporting administrative functions.
  • Work with Business Analysts to define requirements.
  • Leads initiatives for project lifecycle deployment.
  • Defines resources and schedule for project/program implementation using Asana, Jira, MS Project.
  • Manages strategies for risk mitigation and contingency planning.
  • Keeps project status and resource forecasts current in reporting tools.
  • Manages reporting tools to keep customers informed of project status and to schedule upcoming work.
  • Designs and maintains technical and project documentation.
  • Provide customer service responsibilities, including managing expectations, communicating project status, and reporting on lessons learned and retrospective findings.

This position may require some travel.

Completion of a pre-employment background check is required.

 DOAS participates in a hybrid work environment and telework is encouraged with some days in the office required.

MINIMUM ENTRY QUALIFICATIONS: 

High school diploma/GED and five (5) years of related experience, which includes three (3) years in a managerial or supervisory role; or one (1) year of experience at the lower-level IT Program Manager 1 (ITM050) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

PREFERRED QUALIFICATIONS:  Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below.  PLEASE CLEARLY INDICATE YOUR QUALIFICATIONS ON YOUR RESUME.   

  • Bachelor's degree in business administration, information technology, public administration, management information systems or a related field from an accredited college or university AND Five years of related experience, three years of which include management/supervisory experience.
  • Prior experience implementing technology in a government organization 
  • Prior experience leading initiatives to implement new or change existing business processes
  • Project Management Institute (PMI) certification as Project Management Professional (PMP)
  • Six or more years of related experience in project management or IT; management coordinating and supporting IT business process.
  • Previous experience in software development initiatives and application implementation.
  • Experience with structured development methodology SDLC
  • Experience defining and implementing program/project management using tools and expertise in the practical adoption of SDLC methodologies using project management tools Asana, MS Excel, MS Word.
