Description

The State Accounting Office (SAO) provides accounting and financial reporting expertise for the State and is statutorily responsible for statewide financial reporting. The SAO also provides enterprise oversight and management of the State’s Enterprise Resource Planning (ERP) system, accounting policy development, financial business process improvement recommendations, and management of the payroll and accounting shared service centers.

 

Position Description:

The IT Program Manager plays a vital role in overseeing and coordinating multiple interrelated IT projects to align with strategic business objectives. This position requires a balance of technical expertise, project management proficiency, and leadership skills to ensure successful program execution.

 

IT Program Manager 1 – ITM050

Pay Grade: O

Salary range: $69,134.16 - $91,309.47

 

Primary Duties and Responsibilities:

  • Develop and manage comprehensive program plans covering scope, schedule, budget, and resource allocation
  • Define objectives, deliverables, and success criteria
  • Establish governance structures and processes to oversee program execution
  • Track progress, identify risks, and implement mitigation strategies
  • Ensure compliance with project management methodologies (Agile, Waterfall, or hybrid)
  • Build and maintain strong relationships with IT leadership, business units, and vendors
  • Communicate program status, risks, and challenges effectively
  • Align stakeholder expectations and facilitate conflict resolution
  • Lead regular program meetings and reviews
  • Oversee program resources, including personnel, budget, and equipment
  • Collaborate with functional managers to allocate resources efficiently
  • Monitor budget adherence and optimize expenditures
  • Identify, assess, and mitigate program risks
  • Develop proactive risk management and issue resolution strategies
  • Escalate critical concerns to senior management when necessary
  • Maintain a comprehensive risk and issue log
  • Ensure deliverables meet the required quality standards
  • Implement quality control processes and conduct program reviews
  • Provide strategic direction and mentorship to program teams
  • Foster a collaborative, high-performance team culture
  • Manage and support multiple project managers

            • Proficiency with project management tools such as Microsoft Project, Jira, and Asana

            Minimum Qualifications:

            High school diploma/GED and three (3) years of related experience, which includes two (2) years in a managerial or supervisory role.

            Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

             

            Preferred Qualifications:

            • Bachelor’s degree in IT, Computer Science, or Business Administration
            • 5+ years of proven experience as a Program Manager
            • Demonstrated success in IT program management with a proven track record of delivering programs effectively
            • Strong knowledge of project management methodologies, including PMI, Agile, and Scrum
            • PMP or PgMP certification preferred
            • In-depth understanding of IT infrastructure, software development, and related technologies
            • Familiarity with Key Performance Indicators (KPIs)
