Savannah Technical College seeks an experienced Human Resources Manager – Benefits and Recruitment to lead and coordinate strategic talent acquisition and benefits administration for the institution. Reporting directly to the Executive Director of Human Resources, this position plays a critical role in building a high-performing workforce, promoting employee satisfaction, and ensuring compliance with State Board Rules, TCSG policies, and applicable federal regulations. The ideal candidate will be a hands-on professional with strong leadership skills, exceptional attention to detail, and a commitment to service excellence. Government or public sector experience is highly preferred.

MAJOR DUTIES 

  • Lead full-cycle recruitment efforts for all staff, faculty, and leadership positions.
  • Develop and execute strategic recruitment plans, including advertising, outreach, screening, and selection.
  • Ensure consistent and compliant hiring practices aligned with EEOC guidelines, and institutional policy.
  • Partner with hiring managers to assess staffing needs and improve hiring outcomes.
  • Coordinate onboarding activities and develop tools to enhance new hire integration and retention.
  • Serve as the primary point of contact for employee benefits, including health insurance, retirement plans, flexible benefits, and wellness programs.
  • Manage the annual open enrollment process and facilitate benefits orientations for new hires.
  • Administer and track employee leave programs, including FMLA, ADA accommodations, Workers’ Compensation, and paid/unpaid leave in compliance with applicable laws and TCSG policy.
  • Collaborate with the State Health Benefit Plan (SHBP), Teachers Retirement System (TRS), and Employee Retirement System (ERS) to address employee inquiries and ensure timely enrollment and changes.
  • Maintain accurate employee records in compliance with federal, state, and TCSG regulations.
  • Prepare and submit required reports related to benefits, recruitment, and workforce data.
  • Stay current on HR laws, trends, and best practices to ensure compliance and recommend improvements.

MINIMUM QUALIFICATION  

  • Bachelor’s degree *OR* Five (5) years of experience in a related field

PREFERRED QUALIFICATIONS          

  • Government or public sector HR experience (state, federal, or local level).
  • Experience in higher education, preferably within the Technical College System of Georgia.
  • Proficiency with applicant tracking systems (such as Team Georgia Careers) and HRIS platforms (e.g., PeopleSoft or Workday).
  • Strong interpersonal skills, analytical ability, and attention to detail.

Physical Demands:

Responsibilities are typically performed in an office or classroom setting with the employee intermittently sitting, standing, walking, bending, pushing and pulling for up to three (3) – four (4) continuous hours at a time.  The employee occasionally lifts or moves objects of a light to medium weight. Full range of hand and finger motion may be utilized for data entry purposes.

Salary/Benefits:

Salary is commensurate with education and work experience. Benefits include paid state holidays, annual and sick leave, and the State of Georgia Flexible Benefits package.
