The Department of Administrative Services is the State of Georgia’s enterprise solution for human resources administration, risk and fleet management, surplus property, and state purchasing. Through the efforts of our employees, we provide enterprise leadership, business services and solutions to help state entities improve organizational efficiency, workforce performance and policy compliance. The Human Resources Administration unit is tasked with managing the development of the state personnel policies, enabling state agencies to hire and retain top talent and ensuring that human resource professionals across the state are trained and compliant with current regulations.

GENERAL DESCRIPTION:

COME JOIN THE TEAM!  The Georgia Department of Administrative Services (DOAS) is excited to accept applications for the position of Human Resources Specialist 3 in the Human Resources Administration (HRA) division.  The Human Resources Specialists 3 will support Georgia agencies in the implementation of talent solutions with a specific focus on the performance management state-wide program.  We are looking for a dynamic, data-driven, and detail-oriented contributor to assist in providing consultation, analysis and technical expertise around performance management and talent management.  Our ideal applicant will be self-aware, with an understanding of why performance management matters, experience building talent management programs, and if selected will be expected to demonstrate:

 

·         The ability to think strategically

·         Technical writing skills

·         An understanding of HRIS systems

·         Demonstrated success individually and as part of a team

·         The ability to communicate the HRA and Enterprise Talent Management unit’s vision and mission to State agencies throughout Georgia

·         The ability to consult on various talent management practices, techniques and feedback models

·         The ability to build and maintain relationships with HR professionals at all levels throughout diverse communities of interest

·         A strong commitment to the ideals of public service

Job Duties

Duties associated with this position include but are not limited to:

·         Providing expert consulting and advisory services on all aspects of talent management and the State’s performance management program.

·         Identifying areas for improvement in enterprise and/or agency talent management processes, recommending best practices, and changes to the state’s talent develop software to enhance efficiency and effectiveness.

·         Updating existing training and developing new content related to coaching and ongoing performance conversations for managers and leaders.

·         Researching performance management best practices to support continuous program improvement.

·         Analyzing relevant program-related data to measure the effectiveness of talent management initiatives and identify areas for improvement.

·         Creating clear and concise reports, dashboards, and presentations to communicate data insights to appropriate stakeholders.

·         Supporting enterprise succession planning efforts by analyzing talent pools, identifying potential successors, and developing development plans.

·         Assisting unit manager with implementing optimization items related to talent development.

·         Collaborating with talent specialist 2 and unit trainers to deliver monthly and quarterly training to talent partners.

·         Collaborating with the retention and recruitment unit to develop and implement enterprise strategies to engage and retain employees.

·         Identifying trends and patterns in talent acquisition, employee performance, and development to inform strategic decisions and resource allocation.

·         Assisting with recruitment processes by providing data-driven insights, identifying target candidates, and evaluating the effectiveness of sourcing strategies.

·         Knowledge of HR Principles and Practices: Familiarity with HR laws, regulations, and best practices.

·         Industry Knowledge: Understanding of trends and best practices in talent management.

·         Problem-solving skills: Ability to identify and address workforce challenges.

This position may require some travel.

Completion of a pre-employment background check is required.

 

DOAS participates in a hybrid work environment and

telework is encouraged with some days in the office required.

MINIMUM ENTRY QUALIFICATIONS: 

High school diploma/GED and three (3) years of job-related experience in human resources;

OR

One (1) year of experience required at the lower level HR Spec 2 (HRP021) or position equivalent.

Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

Preferred Qualifications:

Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess the following:

Lead worker or management experience in an HR department, with specific experience in talent acquisition, performance management, and talent development.

Three years of experience coaching managers and leaders and developing materials to support enterprise/organization-wide adoption of talent development items such as succession planning, talent reviews, and calibration.

At least one year of experience using Workday Core HCM (specifically Talent Optimization) within an HR department as a talent partner, talent administrator, or talent management trainer.
