GENERAL DESCRIPTION:

PROGRAM DESCRIPTION:

The GHFA Permanent Supportive Housing (PSH) Program provides rental assistance for persons who are experiencing homelessness with a disability. Participants must be literally homeless with a disability verified by a professionally licensed clinician. The program is funded through HUD’s annual Continuum of Care NOFO competition.

 

JOB DESCRIPTION:

The GHFA PSH Compliance Officer provides direct oversight for subgrantee agency compliance to the Continuum of Care (COC) federal regulation on programmatic and unit compliance. GHFA PSH Program is part of the Permanent Supportive Housing (PSH) team in DCA’s Office of Homeless and Special Needs Housing.  An excellent candidate would possess strong organizational skills and technical knowledge of HUD based housing programs. Strong knowledge of the Continuum of Care Program administration and industry requirements is preferred.

 

The GHFA PSH Compliance Officer reports to the DCA GHFA PSH Manager. This position demands a willingness to stretch and grow—offering opportunities for leadership, development, and public speaking. Strong technical, communication and writing skills are necessary for this position.  Thorough knowledge of MS Office 365 is a must.

 

The main duties for the Compliance Officer are detailed below:

 

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE THE FOLLOWING:

 

  • Provide oversight for unit and programmatic compliance in the GHFA PSH Program;
  • Ensure each GHFA PSH unit meets Housing Quality Standards (HQS) and Environmental Review (ER) standards required by HUD regulations, DCA policies and GHFA PSH Program requirements.
  • Develop and maintain strong communications and relationships with subgrantee agencies;
  • Prepare reports, correspondence and supporting documentation to detail the results of HQS inspections and ER; develop and maintain tracking systems to ensure compliance; dictate and oversee corrective measures;
  • Assist the GHFA PSH Team in development of policies to support compliance efforts related to contracting for units and program requirements;
  • Maintain a good working knowledge of program eligibility requirements, HQS and ER regulations related to Continuum of Care Program;
  • Be consistently prepared and willing to provide information and technical assistance, including training on GHFA PSH Program requirements.

 

KNOWLEDGE, SKILLS, ABILITIES:

  • Knowledge of the federal, state and local housing rules, regulations, policies, procedures, and laws
  • Knowledge of consistently changing requirements of special needs housing programs
  • Knowledge of compliance standards
  • Skill in exercising independent judgment involving sensitive and confidential information
  • Skill in performing on-site and remote compliance monitoring
  • Skill in using Microsoft Office including Word, Excel, PowerPoint and Outlook
  • Skill in facilitating meetings and training
  • Skill in oral and written communication

 

AGENCY SPECIFIC MINIMUM QUALIFICATIONS:

Bachelor’s degree in social work, psychology, sociology, housing, nonprofit management, business administration, public administration or a closely related field two years of experience working in housing program compliance monitoring, inspections or housing program management.

 

OR

 

Five years of experience working in housing program compliance monitoring, inspections or housing program management.

 

PREFERENCE

Preference will be given to applicants who in addition to meeting the minimum qualifications possess one or more of the following:

HQS Certified Inspector

Experience conducting environmental reviews for federal compliance

Experience working with federal and/or state housing or human services grant programs

Experience working for a nonprofit or government agency

Experience working with programs that assist the homeless or those with disabilities

 

POSITION REQUIREMENTS:

Job candidate for this position will be subject to a criminal background check, MVR, educational degree check, and reference checks prior to the extension of a job offer. This position requires statewide travel.

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

This position is currently designated as a remote/Telework) position. This position is full time (40 hours per week) and may require occasional overtime. Local periodic travel maybe required.

 

PHYSICAL / SENSORY REQUIREMENTS:

Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.

Must be able to remain in a stationary position 50% of tahe time.

Must be able to perform office related duties.

Must be able to operate office equipment.

Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.

Must be able to perform essential job functions, with or without reasonable accommodations.

Must be able to perform essential job functions in an environment that will sometimes include increased levels of work-related stress.

Must maintain punctuality and attendance as scheduled.
