FEM020, Facilities Manager (pay grade M)

Job Salary $68,200

 

JOB SUMMARY: Manages the planning, development, and implementation of operational support services for a facility. Develops and implements policies and procedures. Manages subordinate supervisors and staff.

 

JOB SPECIFIC DUTIES: Under limited supervision, manages the General Office building maintenance and its motor pool operations, handles special projects such as but not limited to reviewing scopes of work, meeting with contractors and/or building management, some electrical/parts assembly, and other maintenance trades related to facilities management. Supervises staff.

 

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications

 

 

STATE ENTRY QUALIFICATIONS:

·         Associate/Vocational/Technical degree in a related field from an accredited college or university and one (1) year of facilities management experience

·         or three (3) years of experience in facilities or property management.

 

AGENCY SPECIFIC QUALIFICATIONS:

·         Working knowledge of facilities maintenance, building construction and operations, renovation principles and practices, and maintenance contracting

·         Knowledge of building systems and construction processes, including mechanical, electrical, plumbing, structural, civil, architectural and life safety. Familiarity with application of state building codes and federal fire codes, including ASHRAE, NFPA 70 and ADA.

·         Proven working experience in construction management, including the ability to manage multiple projects at once with no decline in quality control.

·         Possesses lead worker or supervisory experience

·         Ability to read, understand and comprehend building plans and specifications, whether for new construction or renovations.

·         Ability to read, understand and comprehend MasterFormat Divisions for building construction to determine appropriate construction management processes by means and methods, whether for new construction or renovations.

·         Demonstrates skills needed to develop maintenance/renovation proposals from basic needs descriptions, to conduct bidding processes and negotiate contracts for maintenance and/or purchase of materials or services, including cost estimates, budgets and work timetables.

·         Demonstrated experience to develop and manage a budget

·         Demonstrated experience to solve maintenance and renovation challenges by clearly identifying the problem, gathering relevant information, generating and evaluating alternatives and implementing a decision

·         Demonstrated experience working with equipment issues

·         Demonstrated experience to set objectives and priorities, and monitors progress against goals from conception to completion.

·         Displays a high level of initiative and commitment, with excellent time and project management skills.

·         Uses technology to enhance work process efficiency

·         Displays a professional image, high level of commitment toward work and a high standard of ethical conduct. 

·         Committed to providing quality customer service.

·         Some local/overnight travel required to conduct site visits. 

 

AGENCY PREFERRED QUALIFICATIONS:

·         Demonstrated professional experience in a facilities management or maintenance equipment position

·         Demonstrated experience to efficiently learn, remember and incorporate new concepts and information into current operations

·         Demonstrated knowledge and familiarity of State Purchasing Policies and Procedures

·         Demonstrated experience to understand and respond to organizational priorities

·         Demonstrated experience to interact effectively and influence others in a leadership role, encouraging and facilitating teamwork

·         Demonstrated experience to express ideas and facts clearly and convincingly in oral presentations

·         Experience working with internal and external clients to provide information and meet expectations

 

IMPORTANT INFORMATION FOR ALL GDOT JOBS

 

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.  

 

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months from the effective date).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
