Job Summary

The Georgia Department of Labor is seeking a RESEA Supervisor. The RESEA program requires employees to work in specific, designated career centers. The RESEA Supervisor guides and/or instructs the work assignments of and directs RESEA staff and program within an assigned region. Under the leadership of the Director of Workforce Re-entry Services, the RESEA Supervisor will oversee RESEA Coordinators to ensure accurate and efficient delivery of Reemployment Services and Eligibility Assessments (RESEA) to unemployment insurance claimants. The Supervisor will provide daily oversight, coaching, and training to staff; ensure compliance with federal and state requirements; and contribute to the Department’s mission of reducing unemployment duration and supporting Georgians in returning to work.

 

 

The Georgia RESEA Program is a federally funded initiative that provides referrals for career services to address barriers to employment, case management, and eligibility assessments to unemployment insurance claimants. The program is expanding statewide with new staffing investments, enhanced case management, and technology modernization. Current priorities include:

 

                                  ·           Reducing unemployment duration and improving reemployment rates

                                  ·           Strengthening individualized services and addressing participant barriers

                                  ·           Improving the accuracy of claimant profiling and ensuring scheduling integrity to meet program standards

 

 

 

Job Description

 

·         Directly supervise and evaluate RESEA staff performance

·         Oversee scheduling, case management, and delivery of RESEA services

·         Ensure that claimant profiling is conducted accurately and that program eligibility determinations are completed in compliance with federal guidelines

·         Monitor the accuracy and timeliness of participant scheduling and rescheduling to maintain compliance and ensure customer engagement

·         Provide coaching, mentoring, and ongoing training to team members

·         Monitor program outcomes and generate performance reports for leadership

·         Ensure staff compliance with federal and state guidelines, including USDOL reporting requirements

·         Coordinate with Workforce Innovation and Opportunity Act (WIOA) partners and other workforce development entities

·         Resolve participant escalations and ensure positive customer service experiences

·         Assist with implementation of system enhancements and program modernization efforts

·         Participate in audits, program reviews, and quality assurance activities

·         Supervises, guides, and/or instructs the work assignments of RESEA staff

·         Coordinate services for the RESEA program for designated region

·         Manages human resource and employee relations functions

·         Collects and analyzes data related to performance indicators and resources

·         Identifies training needs and ensures that necessary job-related instruction is provided to employees

·         Complete monthly care monitoring reviews to ensure audit compliance

·         Complete quarterly visits to all staff locations across the state (up to25% travel)

 

 

Minimum Qualifications

Bachelor's degree from an accredited college or university AND two (2) years of related experience OR Associate’s degree from an accredited college or university AND four (4) years of related experience OR two (2) years of experience at the lower-level Employment Services Specialist 3 (SSP092) or position equivalent.

 

 

Preferred Qualifications

·         Two (2) years of experience as RESEA Specialist or DOL Services Specialist Advanced in unemployment or employment services

·         Experience supervising staff

·         Strong written and verbal communication skills

·         Ability to analyze data and prepare reports

·         Experience providing customer service in a fast-paced environment

·         Leadership ability, including coaching, mentoring, or supervisory experience

·         Proficiency with Microsoft Office; experience with WorkSource Georgia/GeoSolutions strongly preferred

·         Strong organizational skills with attention to detail

·         Proven ability to collaborate with internal and external partners development and coaching experience accountability and oversight

·         Qualified candidate will have strong professional writing and presentation skills

·         Qualified candidate must be flexible and adaptable to change

·         Experience in workforce development, unemployment insurance, career counseling, or employment services

·         Demonstrated ability to interpret and apply program policies and procedures

·         Familiarity with federal RESEA program guidelines and ETA reporting (9128/9129)

High school diploma/GED and six (6) years of job-related experience, which includes two (2) years in a lead worker, team lead, or supervisory role; or two (2) years of experience at the lower level Employment Svcs Spec 3 (SSP092) or position equivalent.
