Summary/Objective: 
Leads, evaluates, and assists with the development and administration of policies and programs of social service and community agencies, correctional institutions, rehabilitative services, and related programs that are designed to protect and promote the social welfare of individuals and communities. Directs subordinate managers and staff.

 

Essential Functions:

  1. Analyzes and assesses the effectiveness of existing programs to ensure the identified outcome measures are achieved.
  2. Assures agency compliance with policies, appropriate documentation, and reporting requirements.
  3. Builds and encourages a cooperative team-oriented environment within unit(s) and with other agencies and providers.
  4. Creates and maintains positive working relationships within the community and on the county DFCS Board.
  5. Develops and administers budgets.
  6. Facilitates communication within the unit(s)/agency on a specific case level as well as on a procedure/policy level.
  7. Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges social services employees.
  8. Leads and administers a comprehensive system of public assistance, employability, and social services.
  9. Manages human resources and directs administrative activities for groups of social services employees.
  10. Plans, administers, and maintains the operation of social services programs.
  11. Reviews new and current programs to determine their efficiency, effectiveness, and compliance with state, local and federal regulations.

Required Education and Experience:

Bachelor's degree in a related area from an accredited college or university and four (4) years of experience, which includes two (2) years of job related subordinate managerial or supervisory experience in a human service delivery program

OR

Related certification and three (3) years of job related subordinate managerial or supervisory experience in a human service delivery program;

OR

Three (3) years of experience at the lower level Mgr. 2, Social Svcs (SSM011) or equivalent position.

 

Supervisory Responsibility:

This position supervises and plans the work of assigned staff.

 

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers and smartphones.

 

Physical Demands:

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

 

Working Conditions:

Incumbents working in this job perform duties in an office setting. This is a 40-hour workweek requirement. The position may involve managing a high-volume workload and demands a high level of accuracy while working with deadlines. Regular attendance is an important part of being successful in this position. Reasonable accommodations can be made available to qualified individuals upon request.

 

Position Type and Expected Hours of Work:

This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. This position occasionally requires long hours and weekend work.

Travel:

Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
