General Description:

The Department of Administrative Services is the State of Georgia’s enterprise solution for human resources administration, risk management and state purchasing. Through the efforts of our employees, we provide enterprise leadership, business services and solutions to help state entities improve organizational efficiency, workforce performance and policy compliance. The Human Resources Administration unit is tasked with managing the development of the state personnel policies, enabling state agencies to hire and retain top talent and ensuring that human resource professionals across the state are trained and compliant with current regulations.

The Enterprise Benefits Director is responsible for the strategic design, governance, and administration of the Flexible Benefits program.  This role ensures benefits offerings are competitive, cost-effective, compliant, and aligned with organizational objective to attract a talented workforce. Reporting to the Deputy Commissioner of HRA, the Director will manage a team of subject matter experts providing leadership to a variety of state agencies and their respective human resource offices.  This role also supports the Enterprise Benefits workstream for the Workday HCM system.

Job Responsibilities:

  • ­ Oversee the design, implementation, and administration of Flexible Benefits program. Ensure program supports employee well-being, engagement, and retention.

  • ­ Foster relationships with agencies, other key stakeholders and suppliers to ensure a consistent and high-quality employee experience across the enterprise.

  • ­ Create and maintain a high-performance environment characterized by positive leadership and a strong team of staff, fostering an environment of collaborative and innovative thinking.

  • ­ Partner with legal, finance, compliance teams, and benefits vendors to mitigate risk and maintain governance standards.

  • ­ Establish and maintain dashboard metrics to evaluate the effectiveness of program outcomes.­ Develop and maintain professional knowledge of strategies and techniques in the field.

  • ­ Provide ongoing support for the Enterprise Benefits workstream for the Workday implementation project. This includes functional guidance for the benefits interfaces.

  • ­ Skills in interviewing, monitoring, developing and motivating staff

  • ­ Ability to train and direct the work of subordinate supervisory professionals

  • ­ Ability to work collaboratively with senior leadership, cross-functional peers and external stakeholders to develop an inclusive and robust program strategy

  • ­ Industry knowledge of benefits programs

  • ­ Demonstrated experience managing a budget

Minimum Entry Qualifications 

Bachelor’s degree in a related field AND Five years of management human resource experience OR Two years of experience at the lower level or position equivalent.

Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

PREFERRED QUALIFICATIONS:  Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below.  PLEASE CLEARLY INDICATE YOUR KNOWLEDGE OF THESE QUALIFICATIONS ON YOUR RESUME.   

  • ­ Recent experience in specialty related to  benefits management including enterprise or multi-entity environments.

  • ­ Experience using Workday  or other HR Information Systems.

  • ­ Advanced skill in the use of computer applications including Microsoft Word, Excel, and PowerPoint.

  • ­ Demonstrated project management experience.

  • ­ Demonstrated experience managing a budget .

  • ­ Certification as a Senior Professional in Human Resources (SPHR) or a Professional in Human Resources (PHR) from the Human                     Resources Certification Institute (HRCI).

  • ­ Certification as a Senior Certified Professional in Human Resources (SCP) or a Certified Professional in Human Resources (CP) from the Society for Human Resources Management (SHRM).

  • Master’s degree in Human Resources or a related field.

Bachelor's degree in operations management, business administration, or a related field which includes six (6) years in a managerial or supervisory role; or ten (10) years of related professional experience which includes six (6) years in a managerial or supervisory role; or six (6) years of experience required at the lower level Sr Mgr 2, Business Ops (GSM013) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
