Summary/Objective
Oversees human resource management and/or human resource development activities of an organization to maximize the strategic use of human resources. Maintains functions such as employee compensation, recruitment, policy development, and regulatory compliance. Oversees the development and implementation of human resources policies. Provides leadership to subordinate managers and staff.
Essential Functions

- Annually reviews and makes recommendations to executive management for improvement of the organization's policies, procedures and practices on human resources matters.
- Executes human resource strategy in support of the overall business plan and strategic direction of the organization, specifically in the areas of succession planning, career progression, talent management, change management, organizational and performance management, training and development, and compensation.
- Maintains knowledge of industry trends and employment legislation and ensures agency compliance.
- Maintains responsibility for agency compliance with federal, state and local legislation pertaining to all human resources matters.
- Communicates changes in the agency’s human resources policies and procedures and ensures that proper compliance is followed.
- Collaborates with programs on company-wide efforts that help enable and enhance the employee experience and the GVRA brand.
- Assists senior leadership in the annual review, preparation and administration of the agency’s wage and salary review.
- Coordinates or conducts exit interviews to determine reasons behind separations.
- Consults with legal counsel as appropriate on human resources matters.
- Works directly with department managers to assist them in carrying out their responsibilities on human resources matters.
- Partners with GVRA and key stakeholders to deliver strategies that drive business results.
- Recommends, evaluates and participates in staff development for the agency which includes; succession planning, career progression, and training.
- Develops and maintains a human resource information system that meets the agency’s personnel information needs.
- Supervises the staff of the human resources department.
- Participates on special projects.

Supervisory Responsibility
This position manages all employees of the HR department and is responsible for the performance management and hiring of the employees within that department.
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers and smartphones.

Position Type and Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 5 p.m. This position occasionally requires long hours and weekend work.
Travel
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
Required Education and Experience
High school diploma/GED and six (6) years of managerial or supervisory experience in human resources; or two (2) years of experience required at the lower-level Sr Mgr, Human Resources (HRM012) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
Preferred Education and Experience
- Master’s degree in human resources or related field.
- SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM-CP) credential.
- Ten (10) years of professional level experience working in human resources (Business Partner, Generalist, Sr. Recruiter, etc.).
- Five (5) years of experience at the Sr Mgr., Human Resources level or position equivalent.
