Deputy Director of Contracts and Procurement - Central Office - Decatur, GA (ADM)
Job Summary:
This position directs strategic sourcing initiatives, manages cost savings and performance targets, ensures compliance with the Georgia Procurement Manual (GPM) and Department of Administrative Services (DOAS) regulations, and supports agency-wide operational readiness. The role functions as second-in-command within the Office of Contracts and Procurement and may act on behalf of the Director as delegated.
Primary Duties & Responsibilities:
· Direct strategic sourcing and purchasing operations for assigned categories or divisions.
· Develop and implement procurement strategies to achieve cost-effective, compliant acquisition of goods and services.
· Oversee end-to-end procurement processes including solicitations (RFPs, RFQs, RFIs), evaluations, negotiations, contract awards, amendments, renewals, and MSLR agreements.
· Review and approve complex requisitions and contracts within delegated authority.
· Ensure compliance with state procurement laws, DOAS regulations, and DJJ policies.
· Serve as Agency Procurement Officer (APO), if designated.
· Support Small Business and Supplier Diversity initiatives.
· Establish and maintain executive-level vendor and stakeholder relationships.
· Supervise and develop assigned managers and procurement staff.
· Monitor procurement metrics, cost savings initiatives, and performance outcomes.
· Promote audit readiness, internal controls, and risk mitigation practices.
Minimum Qualifications:
Bachelor’s degree in Accounting, Business Administration, Supply Chain Management, or a related field from an accredited college or university and nine (9) years of professional experience in inventory, purchasing, procurement, or supply chain management, including six (6) years in a managerial role.
Or Four (4) years of experience at the lower level Mgr 2, Purchasing (FEM051) or position equivalent.
Preferred Qualifications:
· 3+ years of public sector procurement and/or contracting experience
· 3+ years of strategic sourcing experience in the public sector
· 2+ years of PeopleSoft Financials experience
· 2+ years of Workday experience
· Georgia Certified Purchasing Manager (GCPM)
· Proficiency in Microsoft Office applications (Excel, Word, Outlook, PowerPoint, SharePoint)
