Reporting to the Director of the Accounting unit, the Deputy Director will support the development, implementation and monitoring of General Ledger and Grants Management Office activities for a department, agency or facility. Oversees a diverse range of support, operational, and programmatic activities for a department, agency or facility. Recommends and implements policies and procedures. Provides leadership to subordinate managers and staff. The Deputy Director will prepare a full range of financial and grant related reports, analyze financial information and make recommendations to management for efficient operations within the Grants Management Office.

Job Responsibilities:

  • Serves as a job expert or organization resource in assigned area.
  • Conducts or participates in the development, review, revision, interpretation, and/or implementation of policies, procedures, standards, and guidelines.
  • Coordinates interaction between department, agency, and facility operating units, other programs and/or external customers as appropriate.
  • Prepares and completes all year-end financial reporting.
  • Completes assigned year-end financial reports within the established deadlines.
  • Researches variances and prepares adjusting entries as needed.
  • Prepares and reviews supporting documentation for all journal entries.
  • Assists and trains managers with preparing financial reports for month end close.
  • Ensures all entries are processed timely and accurately in the financial system.
  • Assists with various reconciliations for Concur, revenue, and labor transactions.
  • Reviews financial reports for completeness and accuracy.
  • Assists with updating departmental policies and procedures.
  • Maintains well organized files for supporting documentation and general ledger files.
  • Mainains comprehensive knowledge of State Accounting Office (SAO) policies and procedures for assigned area.
  • Oversees the development and on-going management of one or more programs or projects consistent with agency goals and objectives.
  • Prepares ad hoc reports as needed.
  • As delegated by the Director, manages fiscal and other administrative functions and performs other assignments as assigned.
     

Minimum Qualifications:

Bachelor's degree in operations management, business administration, or a related field which includes six (6) years in a managerial or supervisory role; or ten (10) years of related professional experience which includes six (6) years in a managerial or supervisory role; or six (6) years of experience required at the lower level Sr Mgr 2, Business Ops (GSM013) or position equivalent. 
Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

Preferred Qualifications:
Preference will be given to applicants who in addition to meeting the minimum qualification possess the following:

  • 5+ years experience federal grant and accounting experience.
  • 3-5 years PeopleSoft financial environment.
  • Advanced Microsoft Office skills (Excel, Outlook).
  • 3-5 years’ supervisory and team management experience, demonstrating ability to positively impact strategic and tactical finance and administration initiatives.
  • Master’s degree in business, public administration or related degree.
  • 4 years of experience performing fiscal planning and analysis, operational cost containment, allocations, budget management.
  • Experience with nonprofit/public finance and accounting regulations.
