STATE PROFILE SUMMARY: Under supervision, provides real estate services for the settlement and acquisition of property for right of way.

JOB RESPONSIBILITIES: (Included but not limited to)

·       Performs real estate duties in a learning capacity in either the District or General Office.

·       May prepare right-of-way cost estimates.

·       May research deeds, tax records and routine chain of titles.

·       May negotiate and close uncomplicated properties.

·       May assist in the preparation of right of way appraisals.

·       May assist property owners or tenants through relocation process.

·       May attend public hearings, property owner meetings, and field plan reviews.

·       May manage surplus properties.

·       May prepare relocation packages.

·       May assist local governments with acquisitions.

·       May assist with demolition and removal of structures.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.

STATE ENTRY QUALIFICATIONS:

·       Bachelor's degree in a related area from an accredited college or university OR One year of related experience performing related real estate services.

AGENCY SPECIFIC QUALIFICATIONS:

·       Bachelor’s degree in a related area from an accredited college or university OR Bachelor’s degree from an accredited college or university and one year of related experience performing real estate services.

AGENCY REQUIRED COMPETENCIES: (KSAs)

·       Ability to perform simple calculations including addition, subtraction, multiplication, division, fractions, decimals and percentages.

·       Ability to organize and manage multiple priorities.

·       Problem analysis and problem resolution at both a strategic and functional level.

·       Strong customer orientation.

·       Excellent interpersonal and communication skills.

AGENCY PREFERRED QUALIFICATIONS:

·       Bachelor’s degree from an accredited college or university as it relates to areas of: Real Estate, Business, Economics, Marketing, Finance, Accounting, Management, Statistics, Information Systems, Managerial Sciences, Risk Management,  Insurance, Transportation, Transportation Planning, or Transportation Engineering.

·       Basic level skills in Microsoft Office.

AGENCY PREFERRED COMPETENCIES: (KSAs)

·       Ability to recognize and interpret symbols, lines, and other information shown on plans, profiles and maps as related to simple right-of-way activities.

·       Knowledge of real estate, property appraisal, or negotiation (e.g., acquired through experience or completion of formal courses in these areas).

·       Ability to visualize before and after conditions of property based upon map information (such as slope and boundaries) and explain these changes to affected persons.

·       Ability to use appropriate technology to locate, record, and transfer real estate data as required.

IMPORTANT INFORMATION FOR ALL GDOT JOBS

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, Demonstrates leadership skills based on past and current work history will be considered.            

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall e-Performance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
