Job Title: Contract Programmatic Specialist- Atlanta

Paygrade: K

Workplace: Hybrid- one office day per week

Travel: 25%

Job Summary:

 

Under the general supervision of the Director of SUD Initiatives, the new employee will assist with coordination, development, and execution of documents needed for provider contracts, while tracking the contracting process from beginning to end to assure efficient and seamless hand-off to the Office of Procurement and Budgets. In addition, the contract/programmatic specialist will provide clinical oversight, technical assistance, and overall contract management, including analyzing provider invoices and programmatic reports related to prevention, treatment, harm reduction, research, and evaluation and other. They will be assigned the management of opioid trust contracts on behalf of the Opioid Abatement Trust. Site visits for applicable providers will also be part of the programmatic and contractual management of Opioid Trust.   

Job Responsibilities

·       Perform job responsibilities with minimal supervision.

·        Prepares regular and timely progress reports for the Director of Substance Use Disorder Initiative relevant to expenditures, allocations of funds, compliance, and other matters relevant to the allocation of State Opioid Funds.

·       Act as liaison between Division and outside agencies that provide substance use services in the

community statewide.

·       Provide guidance and technical support to community providers to ensure program quality

·       Analyze spreadsheets and reports containing information regarding the utilization of federal

and/or state funds.

·       Develop and manage contracts for community-based providers and ensure deliverables

are met consistently.

·       Review and process providers invoices for payment

·       Review all new vendor information for the initiation of GOCAT contracts

·       Review monthly and/or quarterly provider programmatic reports   

·       Coordinate training initiatives for services providers when applicable

·       Proficient in use of Microsoft Office Suite and other computer applications.

 

Required Knowledge, Skills, and Abilities:

 

·       Demonstrated ability to complete tasks and assignments independently or with minimal oversight.

·       Demonstrated ability to work collaboratively, incorporate and/or provide feedback for improvement.

·       Knowledge of state, federal and professional standards relevant to the DBHDD programs, services, and operations.

·       Demonstrated ability to identify priorities and meet deliverables.

·       Demonstrated knowledge of addictive diseases programs and recovery support services

 

Physical Requirements:

·        Prolonged periods sitting at a desk and working on a computer.

·        Must be able to lift to 15 pounds at times.

·        Frequent travel throughout the state of Georgia; some overnight travel required

Preferred Qualifications:

·        At least three to five years’ experience coordinating work efforts related to the general operation of the organization.

·        Thorough understanding of or the ability to quickly learn about the parties included and their role in the Opioid Settlement Agreements.

·        Ability to establish and maintain working relationships with government agencies, community leaders, and the public.

High school diploma/GED and completion of 90 quarter hours (60 semester hours) at an accredited college or university and four (4) years of job-related experience; or two (2) years experience required at the lower level Planner 2 (GSP051) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
