Administrative Services, Department of - DOAS

GENERAL DESCRIPTION:

The Department of Administrative Services is the State of Georgia’s enterprise solution for human resources administration, surplus property, risk and fleet management and state purchasing. Through the efforts of our employees, we provide enterprise leadership, business services and solutions to help state entities improve organizational efficiency, workforce performance and policy compliance. With over $5 billion dollars of spend under management, the State Purchasing Division, is tasked with managing the development of the state procurement policies, strategic sourcing for state entities and ensuring that procurement professionals are both educated and compliant with current regulations.

 

The Contract Management Specialist will lead all post-award activities for assigned goods/services categories.  The contracts management function will provide a vital role in assuring adequate performance of all contract offerings provided to end users through DOAS led sourcing activities. The position will establish performance guidelines for awarded suppliers, conduct regular checkpoints to validate achievement of performance targets and maintain productive relationships with state entity end users and suppliers. Reporting to the Group Manager of Contract Management and working alongside the Division Goods, Services or IT strategic sourcing units, the position will manage contracts that align with solicitation documentation and solicit feedback from state entities and other end users to ensure satisfaction with the goods, services and IT categories as outlined in the contract. In addition to the primary duties outlined, this position will lead the statewide contract marketing strategy for all assigned categories. DOAS is a hybrid work environment and telework is encouraged with some days in the office required.

 

Job Responsibilities:

o   Manage all assigned contract activities for a wide variety of different contracts, including development, evaluation, negotiation, execution, marketing, and supplier performance assurance

o   Maintain contractual records and documentation such as receipt and control of all contract correspondence, statewide contract information sheets, contractual amendments, status reports and other documents for all state-wide contracts.

o   Serve as the point of contact for customers on contractual matters. Act as contractual “middleman” between end users and suppliers, ensuring timely review and approval/reconciliation of variations

o   Foster relationships with agencies, other key stakeholders and suppliers to ensure that agencies and other end users are receiving needed services and goods and suppliers have all necessary support to achieve successful performance

o   Review contractual performance of both parties to ensure compliance with terms and identify conflicts or changes requiring resolution

o   Monitor contracts and execute contract close-out, extension, or renewal according to what’s best for the state

o   Perform quarterly reconciliations of supplier spend data to ensure accurate collection of all administrative fees and quarterly sales reports

o   Identify emerging and shifting agency needs and provide information to solicitation-focused units for future sourcing activities

o   Develop negotiation strategies and negotiate pricing and other key contractual terms with statewide contract suppliers for the purpose of amending a statewide contract

o   Complies with the Georgia Procurement Manual, state procurement rules, and regulations

o   Participates in the implementation of new statewide contracts, as assigned

o   Establish schedules and checkpoints to ensure vendor performance and accountability

o   Educate agencies on beneficial offerings and solicit end-user feedback to drive improvement efforts

o   Serves as a DOAS Georgia Emergency Management Agency (GEMA) resource during state emergencies, including natural disasters and other crises.

 

 

Required Knowledge, Skills and Abilities:

o   Demonstrated project management abilities

o   Strong oral and written communication and presentation skills

o   Strong interpersonal skills

o   Ability to work cooperatively and persuasively with external and internal stakeholders

o   Strong problem-solving skills

o   Intermediate level proficiency in Microsoft Word, Excel and PowerPoint

o   Detailed and multi-task oriented

o   Ability to work cooperatively and persuasively with external and internal leadership

o   Understanding of major industry categories, supply markets and products

o   Experience developing contracts and performing supplier maintenance activities

This position may require occasional travel.

Completion of a pre-employment background check is required.

 

DOAS participates in a hybrid work environment and

Telework is encouraged with some days in the office required.

MINIMUM ENTRY QUALIFICATIONS: 

Bachelor's degree in business administration, public administration, or a directly related field from an accredited college or university

 

OR Four (4) years of experience in a purchasing or contract management environment

 

OR Two (2) years of experience at the lower level Contract Manager 2 (FEM091) or position equivalent.

 

 Note (1): Some positions may require agency-specific certification.

 Note (2): An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

PREFERRED QUALIFICATIONS:  Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below. 

·         Two years of procurement management experience for large and diverse private or public organization

·         Relevant advanced degree from accredited institution

·         Prior procurement experience with a State of Georgia agency or entity

·         Experience with Team Georgia Marketplace and/or PeopleSoft Financials

·         Experience with Jaggaer and/or other on-line catalog management system

·         Working knowledge of agencies, university system and public procurement

·         Experience with Lean, Six-Sigma and/or Agile implementation and management

·         Relevant procurement or training certification such as a Certified Public Purchasing Officer (CPPO) or a Certified Purchasing Manager (CPM or CPSM)

Associate degree in accounting or business or a directly related field from an accredited college or university and four (4) years of job-related experience in a procurement environment, which included one (1) year in a lead worker, team leader, or supervisory role; or Technical diploma in accounting or business from an accredited college or university and five (5) years of job-related experience in a procurement environment which included one (1) year in a lead worker, team leader, or supervisory role; or two (2) years of experience at the lower level Procurement Agent 3 (FEP022) or equivalent position. Note: Some positions require Georgia Procurement Manual area-specific certification(s).
