General Description
The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. Summary:
Under the general supervision of the CDBG-DR Program Director, the CDBG-DR Financial Manager is responsible for providing supportive leadership for complex Community Development Block Grant – Disaster Recovery (CDBG-DR) activities. The incumbent maintains awareness of the status of potential and existing projects, handles complex recurring work and one-time issues, and plays a critical role in ensuring audit-readiness, financial forecasting, budget planning, and analyzing funding efficiency.
The Financial Manager will provide financial coordination and oversight of all CDBG-DR programs and activities; effectively manage a small team of diverse professionals; support financial coordination across DCA departments and divisions; develop and implement financial and programmatic policies and procedures; and perform other duties as assigned.
Minimum Eligibility Requirements:
- Bachelor’s degree in accounting, finance, or a related field from an accredited college or university, AND two years of related professional experience, OR
- Associate degree AND four years of related professional experience, OR
- Six years of professional experience.
Essential Functions:
- Supervise a small, diverse team of grant and financial analysts
- Manage all federal and state financial reporting requirements, including but not limited to Quarterly Performance Reports (QPRs), Federal Funding Accountability and Transparency Act (FFATA), SF-425, etc.
- Coordinate the management of the CDBG-DR departmental budget, including but not limited to monthly reconciliation, annual budget preparation, and amendments as necessary.
- Manage pass-through funds for subrecipients and vendors across the portfolio of CDBG-DR programs and activities.
- Responsible for ensuring all financial activities are conducted within federal and state regulations.
- Lead the development, review, revisions, interpretation of, and/or implementation of policies, procedures, standards, and guidelines, including but not limited to Standard Operating Procedures, financial guidelines, and programmatic manuals.
Required Knowledge, Skills, and Abilities:
- Advanced knowledge of Community Development Block Grant (CDBG) regulations, including CDBG-Disaster Recovery, or other federal funding sources.
- Advanced knowledge of financial regulations.
- Ability to present financial forecasts for grant budgets exceeding $100MM.
- Ability to work both independently and as part of a diverse team
- Strong proficiency in Microsoft Office Suite, including Word, PowerPoint, Excel, SharePoint, and Teams.
- Strong ability to manage multiple deliverables and critical deadlines.
Preference:
Preference will be given to applicants who, in addition to meeting the required knowledge, skills, and abilities, have one or more of the following:
1 year of supervisory experience managing a team of professional staff
Proven experience with financial management and analysis of grant awards.
Proven understanding of 2 CFR Part 200.
Proven experience with the grant lifecycle, including Pre-Award, Award, and Post-Award phases.
Experience with reporting software, including but not limited to Disaster Recovery Grant Reporting (DRGR).
Working Conditions (Travel, Hours, Environment):
- This position is full-time, salaried, and exempt.
- Regular travel is required, including air and car travel
- Central office environment currently designated as a hybrid (part in-office/part telework) position
Physical / Sensory Requirements:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.
Must be able to perform office-related duties.
Must be able to operate office equipment.
Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
