GENERAL DESCRIPTION

The Georgia Department of Community Affairs (DCA) is a state agency dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. SUMMARY

DCA is seeking one qualified Budget Director candidate.  This position reports directly to the Chief Financial Officer and is responsible for overseeing activities related to budget preparation.  Supervises the preparation, maintenance, and management of the Georgia Department of Community Affairs $300+ million budget.  Provides leadership to subordinate managers and staff.  Advises directors/program managers on funding availability and budget management-related activities for the offices/programs.  Performs a variety of complex studies, research, and reporting.  Assumes responsibility for the Office of Budget and performs other related work as required.

MINIMUM ELIGIBLITY REQUIRMENTS

Bachelor's degree in public administration, business administration, accounting, finance, or related field from an accredited college or university AND Six years of experience in general management, accounting, or budgeting.

OR

An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis and two years of which in fiscal analysis work in a budgeted function.

PREFERRED QUALIFICATIONS

Preference will be given to applicants who, in addition to meeting the entry qualifications, possess 2 or more of the following:

  1. Five years of experience in a supervisory role.

  2. Five years of utilizing PeopleSoft Financials.
  3. Three or more years leading or managing a budget in a Georgia State Government Agency.
  4. Experience in creating ad hoc reports in response to the Office of Planning and Budget (OPB) and legislative requests.
  5. Experience in tracing and analyzing the general and amended budgetary process (Governor’s Budget Document and Legislative House and Senate bills) to determine how proposed changes impact the affected programs’ goals, objectives, and service delivery.
  6. Experience in analyzing and interpreting complex financial data.
  7. Demonstrated proficiency with Microsoft Excel (pivot tables, VLOOKUP).
  8. Experience working in Workday.
  9. Completion of the Budget and Financial Management Certification Program.

JOB DUTIES AND RESPONSIBILITIES

  • Performs job responsibilities with minimal supervision.
  • Supervises the preparation, maintenance, and management of an overall agency budget.
  • Provides leadership to subordinate managers and staff.
  • Provides recommendations on fiscal and budgetary matters.
  • Monitors the day-to-day activities of the budget process.
  • Monitors budget, expenditures, and revenues to ensure budgetary compliance with audit guidelines and legal and procedural requirements.
  • Maintains comprehensive knowledge of governmental budgeting procedures and common operating methods in budgets.
  • Serves as the budget liaison with the Governor’s Office of Planning and Budget (OPB), the House Budget and Research Office (HBRO), and the Senate Budget and Evaluation Office (SBEO).
  • Advises directors/program managers on the status of their budgets and provides realistic and practical solutions to budget variances.
  • Directs the preparation of the annual operating budget and budget request within policies and guidelines provided by the Governor’s Office of Planning and Budget (OPB).
  • Directs the preparation of quarterly expenditure analyses, monthly allotments, and budget amendments.
  • Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges employees.
  • Develops and modifies planning and budget policies and procedures.
  • Maintains comprehensive knowledge of governmental budgeting procedures and common operating methods in budgeting.
  • Ensures timely review and processing of all financial transactions to maintain expenditure controls.
  • Completes special projects and performs other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES 

  • Knowledge of and experience in personnel matters, staff development, and other related activities in assigned areas.
  • Knowledge of and experience in the State of Georgia budgetary process and operations.
  • Knowledge of and experience in the development of budgets according to guidelines and policies.
  • Skilled in the use of Microsoft applications (Excel, Word, and PowerPoint).
  • Skilled in the use of financial software (TeamWorks Financials/HCM)
  • Skilled in verbal/written communication, interpersonal, and organizational skills.
  • Experience in communicating with senior leadership to report the status of budget operations.
  • Ability to plan and direct the work of others.
  • Ability to understand financial and/or cost accounting concepts
  • Ability to pay close attention to detail
  • Ability to work independently; multi-task; exercise sound judgment; make responsible decisions
  • Ability to maintain confidentiality

POSITION REQUIREMENTS

 Job candidates for this position will be subject to a criminal background check, MVR, educational degree check, and reference checks prior to the extension of a job offer

 

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

This position is currently designated as a Hybrid position.  This position is full-time (40 hours per week) and may require occasional overtime.  Local periodic travel may be required

PHYSICAL / SENSORY REQUIREMENTS:

Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.

Must be able to remain in a stationary position 50% of the time.

Must be able to perform office-related duties.

Must be able to operate office equipment.

Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.

Must be able to perform essential job functions, with or without reasonable accommodation.

Must be able to perform essential job functions in an environment that will sometimes include increased levels of work-related stress.

Must maintain punctuality and attendance as scheduled.
