The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) is the state agency that focuses solely on policies, programs, and services for people with mental health challenges, substance use disorders, intellectual and developmental disabilities, or any combination of these. As Georgia’s public safety net, DBHDD operates six field offices and five hospitals throughout the state within three program areas: behavioral health, developmental disabilities and hospital services.
The main office for DBHDD is located in downtown Atlanta.

Job Responsibilities - Position Overview:
OMC/HSI Budget and Financial Analyst reports to the Director of the Office of Medicaid Coordination and Health Systems Innovation. The OMC/HSI Budget and Finance Analyst services as a supporting expert on fiscal impact of Medicaid and Healthcare policy, ensuring fiscal activities related to the implementation, fulfillment and reporting of DBHDD Medicaid funded services and supports are performed efficiently and effectively within DBHDD.
Additionally, the OMC Financial Analyst supports interagency financial components of public sector Behavioral Health and Intellectual and Developmental Disabilities service and product lines.
Duties and Responsibilities:
Under the broad supervision of the Director of the Office of Medicaid Coordination and Health Systems Innovation, performs advanced level finance, accounting, and fiscal control functions. Performs and/or oversees financial planning, documentation, analysis, reporting and system development. Leads and coordinates the design or implementation of financial/accounting/budget related systems and reports. Enforces compliance with laws and regulations governing financial instruments, taxes, real estate and securities transactions. The OMC/HSI Fiscal Analyst organizes with various state public sectors as a partner to:
• Work with DBHDD budget and finance team and programmatic officers to review monitor utilization trends and financial outputs against budgets for existing and new Behavioral Health (BH) and/or Intellectual/Developmental Disability (IDD) Medicaid programs administered by DBHDD;
• Lead costs allocation plan content for DBHDD human resources and for Medicaid administrative claiming contracts/projects;
• Work with DBHDD budget and finance team to track interagency transactional payments;
• Consider DBHDD business which can be considered for Medicaid financing and support the Office Director in the proposal development of those initiatives, including supporting information to the Department of Community Health;
• Provide supports to any temporary projects which involve the tracking and transaction of Medicaid-associated funds, coordinating with the DBHDD budget and finance leadership on contracts, invoicing, reimbursement, and reconciling accounts;
• Work closely with the DBHDD and the Medicaid authority on any new Georgia initiatives, including project management for implementations;
• Provide information and guidance on emerging health policy and system design and payment change as it relates to existing DBHDD programs;
• Provide assessment and mitigation of potential gaps and/or opportunities related to behavioral health and/or intellectual/developmental disabilities programs as compared to customer needs and/or payor demands; and
• Complete all other duties as assigned.
Required Knowledge, Skills, and Abilities:

· Demonstrate ability to identify priorities and meet deliverables.
Physical Requirements:
· Prolonged periods sitting at a desk and working on a computer;
· Must be able to lift up to 15 pounds at times; and
· Frequent travel throughout the state of Georgia; some overnight travel required.
Qualifications:
Associate degree and four (4) years of professional job-related experience in accounting, billing and collection systems, or claims, which includes two (2) years in a lead worker, team leader, or supervisory role; or
Six (6) years of professional job-related experience in general accounting, billing and collection systems, and/or claims which include two (2) years in a lead worker, team leader, or supervisory role; or
One (1) year of experience at the lower-level Financial Analyst 3 (FIP062) or equivalent position.
Preferred Qualifications:
Associate degree and four (4) years of professional job-related experience in accounting, billing and collection systems, or claims, which includes two (2) years in a lead worker, team leader, or supervisory role; or
Six (6) years of professional job-related experience in general accounting, billing and collection systems, and/or claims which include two (2) years in a lead worker, team leader, or supervisory role; or
One (1) year of experience at the lower-level Financial Analyst 3 (FIP062) or equivalent position.
