The Georgia Department of Defense is seeking a detail-oriented, customer-focused individual to serve as a Budget Analyst  1 in our agency’s Financial Management Division.   Our agency provides a unique professional experience with a blend of state government functions and federal government interaction in a military environment where both domestic and international missions are a regular occurrence. 

 

The Budget Analyst 1 will provide support to internal and external customers in the area of budgeting and Cooperative Agreement functions.

 

Duties and Responsibilities:

 

  • Budgeting and Financial Data:  Performs reviews and analysis of Program Budget/Expenditure Reports.  Monitors budgets to identify variances, surplus deficit amounts, and provides solutions.  May prepare and compile statistical analyses for internal revisions or amendments, projections, or plans.  May assist Agency Budget Director in maintaining financial data in the State’s financial systems.
  • Cooperative Agreement Reporting:  Prepares and submits monthly reimbursement summarized spreadsheets to the USPFO and Program Managers or their representatives. Provides necessary detailed expenditure reports and supporting financial data to facilitate an understanding of the reports. Requests scheduled advances or adjusted amounts. Balances documents from multiple perspectives and verifies fund source expenditures are in balance with General Ledger reports. Ensures Federal funds advanced or reimbursed are coded to the correct funding sources. Reconciles deposits with A/R section. Updates all required program spreadsheets following Federal and State financial regulations from initial award until officially closed. Maintains all financial records according to established guidelines.
  • Reports and Management of Prior Year Open Purchase Orders:  Prepares open purchase order listings of various prior year Federal programs (determined by chart-fields) and submits compiled information to the Federal Program Managers for their review/reconciliation with internal records or logs.  Works with other team members and provides updates on the status of open prior year purchase orders.  Assists with the preparation of prior year grant extension requests.
  • Prepare expenditure analysis of agency funds as directed by Supervisor or Agency Budget Director:  Produce queries and reports requiring budget-related information. Prepare detailed expenditure analysis by the direction of Supervisor to track expenditure trends. Prepare personal services projection reports for State and Federal Program Managers upon request. Participates in special projects and development of analyses as directed by the Agency Budget Director. Participation typically involves research and compilation of data. Perform other financial analysis as may be requested by the Supervisor or Agency Budget Director from time to time.  Assists with data entry of Annual Operating Budget (AOB).

 

Preferred Qualifications:

Preference will be given to those applicants who, in addition to meeting the entry level qualifications, have current and significant professional level experience in any combination of the following:


1.  State of Georgia budget experience 

2.  PeopleSoft:  advanced knowledge and experience, specifically TeamWorks Financials and preferred experience with Teamworks HCM.

3.  Advanced Excel skills (e.g., pivot tables, V-look up, and other Excel formulas)
