Summary/Objective:
Leads activities in the area of application development and support. The position will function in both a supervisory as well as technical capacity. Leads the development and support of information systems. Oversees the work of staff involved in programming, computer operations or support services. Directs subordinate managers and staff. This position typically has a broader scope or higher level of responsibility with an organization than a first-line manager. This position functions as a lead developer using Microsoft Power Apps, SharePoint, and common development languages. In addition, this position will manage the Application Development team.

 

Essential Functions:

1.    Develops low-code / no-code applications using Microsoft Power Apps.

2.    Responsible for SharePoint design and development.

3.    Functions as project technical lead for application related projects as needed.

4.    Analyzes business needs and provides technology solutions and recommendations.

5.    Manages a team of IT professionals including developers and other application support staff.

6.    Develop data visualization models.

7.    Maintains understanding of and ability to troubleshoot applications developed in common coding languages. 

8.    Maintains knowledge of agency business process to assist in the automation of process and other application development needs.

9.    Ensure team members are developing secure, efficient, and maintainable code.

10. Develops, enhances, and maintains application interfaces between case management and other systems.

11.  Ensures timely and professional IT customer support.

12.  Monitors helpdesk tickets to ensure resolutions are documented and SLA are met.

13.  Identifies opportunities to update or improve systems and makes recommendations to the IT leadership.

14.  Provides ongoing support and maintenance for applications.

15.  Participates in general IT operations and user support.

16.  Helps develop and maintain IT policies, procedures, and other technical documents.

17.  Promotes culture of information security within team and throughout the agency.

18.  Performs other related duties as assigned.

Preferred Education and Experience:

Preference will be given to applicants who, in addition to meeting the required education and experience, possess one or more of the following:

·       Three years of experience with Microsoft Power Apps.

·       Three years of SharePoint design and development experience.

·       Three years of experience automating complex business processes.

·       Three years of experience with common coding languages. 

 

Supervisory Responsibility:

Required for this position.

 

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers and smartphones.

 

Physical Demands:

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Working Conditions:

Incumbents working in this job perform duties in an office setting. This is a 40-hour workweek requirement. The position may involve managing a high-volume workload and demands a high level of accuracy while working with deadlines. Regular attendance is an important part of being successful in this position. Reasonable accommodation can be made available to qualified individuals upon request.

 

Position Type and Expected Hours of Work:

This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. This is a hybrid position. This position occasionally requires long hours and weekend work.

 

Travel:

Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.

Associate degree in a related field from an accredited college or university and three (3) years in a managerial or supervisory role; or two (2) years of experience at the lower level Mgr, Systems Dev (ITM010) or position equivalent.
