JOB SUMMARY: Leads and assists in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. Serves as assistant office head to professionals providing professional support in one or more areas listed.
JOB RESPONSIBILITIES:
Under limited supervision, serves as an Assistant Office Head with supervisory responsibility for planning, organizing, streamlining, evaluating, and delivering GDOT’s NEPA and Air/Noise activities in a timely manner; these activities also include monitoring individual project challenges to completion, implementing revisions to state and federal laws into section SOP’s, and forecasting section needs for the Office of Environmental Services (OES). Effectively liaisons with the State Environmental Administrator, other OES Assistant Office Heads, internal GDOT customers, and state/federal agency staff to ensure effective program results that meet OES metrics. The Assistant Office Head must promote positive staff/OES staff/institutional/interagency relationships that foster GDOT’s mission, culture of innovation, and continuous improvement in delivering GDOT’s transportation program. The Assistant Office Head must possess good interpersonal and leadership skills in order to make well informed decisions. The Assistant Office Head must have a strong sense of GDOT’s overall priorities when interacting with state and federal agency staff and/or commenting on proposed legislative changes that includes a focus on efficiencies and quality that align with GDOT’s mission and responsiveness goals to the public. Accepts accountability for results.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications
STATE ENTRY QUALIFICATIONS:
- Associate degree in a related field managerial or supervisory role; or one (1) year at the lower level Mgr 2, Transport Specialist (TRM031) or position equivalent.
AGENCY SPECIFIC QUALIFICATIONS:
· Bachelor's degree in a related field and five years of related experience.
· A minimum of 3 years of experience in a supervisory role, training, planning, directing, and evaluating the work of staff.
· A minimum of 3 years mentoring employees
· A minimum of 5 years of experience applying transportation engineering, planning, programming, or environmental analysis principles, standards, laws, and/or regulations as part of the preconstruction, construction, or operation of transportation projects.
· A minimum of three examples of being directly involved in creating policy or making meaningful changes to your office/department. These include working on Programmatic Agreements, writing office/section policies/standard operating procedures, making quantifiable updates to templates, or other related areas.
· A minimum of 3-year experience working with programs such as P6, Project Wise, GA 411, and CATS
AGENCY PREFERRED QUALIFICATIONS:
· Five or more years of significant training and experience similar to the program area.
· At least 5 years of experience with transportation related project schedules.
· Candidate should possess 5 years of experience working with professionals in areas of NEPA/GEPA, Ecology, History, Archaeology, Air and Noise.
· Three year experience creating and overseeing a budget for a program, section, or team

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
