The Atlanta-Region Transit Link Authority (ATL) is a regional transit planning, funding, and governance authority that focuses on supporting the development of a more unified and integrated transit network in the Atlanta region. Additionally, the ATL manages the region’s Xpress commuter bus service, Regional Vanpool Program, and coordinates with several different subrecipients in the Atlanta region that also operate transit services. 

 

The Transit Data & Business Insights Manager plays a key role in leveraging data to drive decision-making, enhance operational efficiency, support strategic planning, and develop process improvement for public transit services. This position is responsible for collecting, analyzing, and reporting on transit performance metrics, ensuring data integrity, and creating actionable insights. The Transit Data & Business Insights Manager collaborates across departments, presents findings to stakeholders, and supports agency goals through data-driven recommendations and benchmarking.

 

Primary Responsibilities

·       Data Collection and Analysis: Collect, track, analyze, and interpret data from transit systems and sources including but not necessarily limited to: safety data, travel demand forecasts, GIS data, General Transit Feed Specification (GTFS) data, routes and stops databases, service information, ridership statistics, and survey data to inform planning decisions, and service changes. Utilize analysis of transit performance data (e.g., ridership, on-time performance, fare collection, vehicle tracking) to identify inefficiencies and recommend data-driven solutions.

·       Performance Measurement: Develop and track key performance indicators (KPIs) to evaluate the effectiveness of transportation plans, programs, services, and projects, supporting data-driven decision-making and continuous improvement in alignment with organizational goals.

·       Process Improvement: Drive continuous improvement of data-related processes to enhance service delivery, operational efficiency, and rider experience across the transit system. Standardize and automate recurring data processes to reduce manual input, improve data accuracy, and support real-time decision-making. Ensure data governance policies are followed and aligned with local, state, and federal regulations, including open data initiatives where applicable.

·       Data Governance: Develop and implement data governance and performance measurement strategies, including the creation of policies, procedures, and documentation for data management systems.

·       Coordination and Collaboration: Work closely with other ATL departments, including the IT team, to ensure a comprehensive and integrated approach to data development, storage, and Extract, Load, Transform (ELT) processes. Collaborate with planning, operations, and technology teams to streamline data collection, integration, and reporting workflows.

·       Reporting and Documentation: Design, produce, and present dashboards, reports, technical documents, maps, and other materials to communicate findings, recommendations, and progress to decision-makers, stakeholders, and the public.

·       Technical Support: Provide technical assistance to ATL staff, partner agencies, and other stakeholders on transit data-related issues to support functions such as project prioritization, funding, communications, and regulatory compliance. Create maps, charts, and other cartographic products. Create, integrate, and maintain databases and datasets.

·       Professional Development: Stay up to date on emerging technologies, policies, and trends in public transit and data analytics, and participate in relevant training and workshops to continually enhance professional expertise.

·       GIS and Mapping: Provides technical support for data and mapping for agency staff and member municipalities.

Other Functions

·       Attending ATL Board meetings as well as ATL-related meetings with municipal, state, and federal entities.

·       Attending meetings, conferences, workshops, and training sessions to enhance knowledge and skills.

·       Identifying opportunities for and providing technical, informational, and planning assistance to member municipalities.

·       Assisting the Director of Transit Planning, Executive Staff, and other ATL staff as needed or directed.

Knowledge, Skills, and Abilities:

·       Strong competencies in Microsoft Excel, Word, and PowerPoint.

·       Research methods, problem solving, data analysis, and data management skills.

·       Project development, implementation, and management ability.

·       Strong analytical, organizational, and problem-solving skills.

·       Good oral and written communication skills, including the ability to effectively prepare and edit technical reports and presentations.

·       Strong meeting coordination and facilitation capabilities for in-person, virtual, and hybrid meetings.

·       Ability to establish and maintain effective working relationships with the  ATL Board, staff, elected leaders, federal and state agencies, and other community stakeholders.

·       Capability to organize, coordinate, and prioritize multiple project assignments.

·       Ability to work both independently and collaboratively in a fast-paced environment.

 

Minimum Qualifications:

·       Bachelor’s degree from an accredited university in business, data science, statistics, geography, geographic information systems (GIS), urban or regional planning, or a related field.

Preferred Qualifications:

·       Master’s degree from an accredited college or university in business, data science, statistics, geography, geographic information systems (GIS), urban or regional planning, or a related field, and at least three (3) to five (5) years of professional experience in a transit agency or transportation planning-related organization is desired, or any equivalent combination of education, training, and work experience.

Bachelor's degree in business or related field from an accredited college or university AND Six years of experience related to area of assignment. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
