GENERAL DESCRIPTION:
We are seeking a creative and innovative professional with strong communication skills ready to engage learners! Join the State of Georgia and our nationally recognized State Purchasing Division (SPD) team as we continue our work as an enterprise agency, delivering critical procurement functions to support the operation of the state.
SPD through its Policy, Training and Outreach team is responsible for supporting the foundation of the state’s procurement activities through its administration of procurement policy, training certification and supplier outreach programs.
SPD delivers entry-level and advanced training courses to instruct state procurement professionals on purchasing policies, processes, best practices and procurement systems and tools. The training team works collaboratively with other SPD units, IT system support, legal staff, and the state procurement community to develop and deliver essential training based on identified needs.
The division is seeking a Training & Development Specialist to support the development and delivery of training throughout the state. The ideal candidate must be technologically savvy, results driven, innovative and will be responsible for:
· Developing knowledge and expertise in SPD’s procurement policies, processes, forms, templates, and sourcing systems;
· Maintaining and updating training course materials, exercises, hand-outs, and exams to reflect best practices; incorporate changes in policies, processes, forms, or systems; and in response to student feedback;
- Conducting instructor-led training (currently virtually but may also include in-person training) to deliver SPD-approved training courses and certification programs to SPD staff, state entity staff and local government staff;
- Utilizing systems training environments or other related tools to lead student activities;
- Assisting with maintenance of SPD’s Learning Management System (LMS), to include responding to requests for enrollment in learning paths, courses or exams and other administrative activities;
- Assisting with responding to phone calls or emails from students
; - Selecting, designing, and deploying appropriate mechanisms to measure learning impact; and
- Other responsibilities as assigned.
Required Knowledge, Skills, and Abilities:
- Experience developing, and delivering training through multiple methods of delivery including in-person, online, virtual, multimedia, etc.
- Good communication skills are a must with the ability to communicate effectively and credibly both verbally and in writing with audiences at all levels.
- Program management and administration skills: organization, managing details, keeping multiple tasks/projects on track.
- Aptitude for learning and using technology for both training design and data analysis.
- Experience with Microsoft Office applications including Outlook, Word, Excel, PowerPoint, and SharePoint
This position may require some travel.
Completion of a pre-employment background check is required.
DOAS participates in a hybrid work environment and
telework is encouraged with some days in the office required.
MINIMUM ENTRY QUALIFICATIONS:
High school diploma/GED and five (5) years of area specific experience, which includes one (1) year in a lead worker, team leader, or supervisory role; or one (1) year of experience required at the lower level Training & Dev Spec 3 (GSP122).

· Bachelor’s degree in a related field
· Experience deploying, managing, or administering a Learning Management System
- Prior experience with procurement activities, such as requisition creation and approval, purchase order management, sourcing, or contract administration
