The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 89 Executive Branch agencies and managed network services to more than 1,200 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security. Managed network services include the state’s wide and local area networks, voice, cable and wiring, and conferencing services.

JOB SUMMARY:
The Project Manager is responsible for all aspects of the project over the entire life (initiate, plan, execute, control, close). Must be familiar with the project scope and objectives, as well as the role and function of each team member, to effectively coordinate the activities. Responsible for assembling project teams, assigning individual responsibilities, identifying appropriate resources needed, and developing a schedule to ensure timely completion of a project. Takes a project from original concept through final implementation; interfaces with all areas affected by the project including end users, agency department leaders and vendors. Ensures adherence to quality standards and regularly reviews project status and deliverables with business owner and business owners.
RESPONSIBILITIES:
· Confirms project scope, schedule, resources, risks issues, assumptions, constraints and budget.
· Manages changes to project scope, project schedule, and project costs using appropriate verification techniques to keep the project plan accurate, updated, reflective of authorized project changes as defined in the change management plan, and facilitate customer acceptance.
· Set expectations in accordance with the project plan to ensure a common understanding and to align the stakeholders and team members.
· Implement approved actions and workarounds required to mitigate project risk events.
· Records customer requirements, constraints, and assumptions with stakeholders to establish the project deliverables, using requirement-gathering techniques (planning sessions, brainstorming, focus groups).
· Obtains project charter approval from executive sponsor and business owner
· Follows project management methodology using standards, policies and guidelines set forth by GTA.
· Develops project plan using standardized software.
· Obtains approval from the business owner to formalize the project management approach; and define the scope of the project based on the business need to meet the project expectation.
· Conducts project meetings; makes presentations to executive level participants.
· Advises supervision of issues affecting project status and offers solutions to solve issues.
· Captures lessons learned and process improvement documentation throughout project.
· Formalizes final acceptance for the project from the business owner/executive sponsor by ensuring that the delivered end-product and services comply with the agreed deliverables list, agreed scope, and any organizational procedures to close contractual obligations.
· Performs other duties as assigned.
Core Competencies:
· Proven leadership and management skills with over 10 years of experience in cross-functional team environments.
· Knowledgeable in vendor management and compliance with procurement policies and practices. Proficient in understanding the service level agreements (SLA) and follow through it for any deliverable or applicable operational activities
· Analyze and understand the technology stack related to the project development activities.
· Deep understanding of budgeting and financial management within IT projects.
· Proficient in advanced risk assessment and mitigation strategies.
· Heavily involved in the immediate and tactical tasks to keep the project on track
· Demonstrated conflict resolution skills with a focus on diplomacy and effective negotiation.
· Proficient in developing and implementing escalation processes to communicate to the Upper/Senior management to address any critical project issues promptly and effectively.
· Strong analytical capabilities for evaluating project performance metrics and outcomes.
· Proficient in utilizing project management tools (e.g., MS Project, Jira, ServiceNow) to drive project success.
· Strong ability to cultivate relationships with diverse stakeholders, including state officials and community leaders.
· Expertise in applying various project management methodologies (e.g., Agile, Scrum, Waterfall etc.) to enhance public sector project outcomes.
· Excellent oral and written communication skills, adept at engaging with both technical and non-technical audiences.
· Experience in coordinating the training to the program’s staffs
AGENCY SPECIFIC QUALIFICATIONS:
Minimum Qualifications:
· Bachelor’s degree in computer science or management information systems or a related field from an accredited College/University AND ten (10) years of experience managing large, complex, and critical IT projects from beginning to end following industry recognized project management methodology and standards
· Must hold a Project Management Professional (PMP) certification through the Project Management Institute (PMI) or planning to pursue within 12 months or Scrum Master Certification or Scrum Product Certification.
Note: An equivalent combination of education and job-specific experience that provided the knowledge, experience, and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Preferred Qualifications:
(Preference will be given to candidates who demonstrate some or all the following skills/experience):
· Experience working with the State of Georgia or another state.
· Experience with vendor management.
· Organizational Change Management experience.
· Experience with cloud IT systems.
· Proficiency in the following areas including but not limited to: IT Audit, Independent Verification and Validation (IV&V), Project quality assurance, IT Procurement, Application Implementation/development and organizational change management.
COMPENSATION/WORKER TYPE/ADDITIONAL DETAILS:
Hiring Salary: *$115,500.00
Worker Type: Hybrid – State of Georgia Remote Work Option
