State Procurement Auditor 2
(Hiring salary will be based on experience, credentials, pay equity, and statewide rules. Position may be filled at lower level, FIP130 or higher level, FIP132, based on experienced.)
GENERAL DESCRIPTION:
Prepares for and completes sections of recurring and non-recurring enterprise-wide procurement audits for the State of Georgia, which DOAS has purview over. These audits could include purchase orders, solicitations and postings on the Georgia Procurement Registry, p-card transactions, administrative fees, and cost recovery audits involving state entities and suppliers on statewide contracts.
The auditor will determine compliance with the State Purchasing Act, the Georgia Procurement Manual, the Statewide Purchasing Card Policy, and statewide contract terms and conditions.
Auditors may participate in more than one audit at a time.
This is the intermediate-level classification in the state procurement auditor job family; an employee in this classification will have some experience learning procurement auditing procedures. The ideal candidate will have:

Job Responsibilities:
· Performs audits to ensure compliance with statewide contract reporting requirements.
· Prepares preliminary and final audit summaries including identifying areas in need of improvement.
· Documents the results of their audit work.
· Assists with investigations of improprieties or issues with existing statewide contracts as needed.
· Provides training on reporting requirements of statewide contracts.
· Assists with the onboarding of suppliers.
· Assists with the creation of quarterly sales report templates as needed.
· Undertakes periodic special assignments.
· Assists in the merging and standardization of quarterly sales reports for data reporting purposes.
· Participates in business review meetings with suppliers.
· Analyzes statewide spend and purchase order data to identify anomalies and discrepancies.
· Communicates results of audit work to management and audited suppliers.
· Maintains knowledge and stays abreast of current statewide contract and procurement activities through training, professional networks, organizations, and publications.
This position may require some travel.
Completion of a pre-employment background check is required.
DOAS participates in a hybrid work environment and
telework is encouraged with some days in the office required.
MINIMUM ENTRY QUALIFICATIONS:
Bachelor’s degree in business administration, accounting, political science, public administration, or a closely related field from an accredited college or university and Three (3) years of progressively responsible experience in auditing or procurement experience
OR two (2) years of experience at the lower-level State Procurement Auditor 1 or equivalent position.
PREFERRED QUALIFICATIONS: Preference will be given to applicants who, in addition to meeting the minimum qualification, possess one or more of the following as demonstrated on their resume:
Bachelor’s degree in accounting, finance, political science, mathematics or related field from an accredited college or university.
3 years of experience in a state or local government procurement, finance, or accounting department.
Georgia Certified Purchasing Associate (GCPA) or Georgia Certified Purchasing Manager (GCPM)
Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), Certified Information Systems Auditor (CISA), Certified Government Financial Manager (CGFM)
Experience using PeopleSoft Financials 9.1 or higher.
Experience using audit software.
Intermediate to advanced level of experience with Microsoft Excel with expertise working with pivot tables, advanced functions (e.g. VLOOKUP), data validation, and graphs.
