Job Summary:

The Operations Manager serves as the primary point of coordination for Central Office workplace operations, facility-related services, and staff support functions for the Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD). This position ensures the efficient day-to-day functionality of the Central Office environment by managing relationships with building management and external service providers, coordinating physical plant resources, and resolving operational issues that impact employee productivity, workplace efficiency, and staff satisfaction.

This role serves as a highly visible operational leader responsible for proactively identifying issues, facilitating timely solutions, and maintaining strong working relationships across internal DBHDD divisions, state agency partners, and private-sector stakeholders. The Operations Manager provides responsive, solution-oriented support to all Central Office staff and leadership while ensuring a professional, safe, efficient, and well-functioning workplace environment.

This position is a member of the Office of Facilities Management and reports directly to the Director of the Division of Hospital Services.

Essential Duties and Responsibilities

Facility Operations Management

  • Serve as DBHDD Central Office’s primary liaison with the Georgia Building Authority (GBA) regarding all landlord-related matters, including building operations, maintenance requests, repairs, security concerns, parking, access issues, HVAC concerns, custodial services, and other facility needs.
  • Coordinate resolution of all physical plant issues affecting Central Office operations, ensuring timely follow-up and completion.
  • Monitor office conditions to proactively identify facility concerns and operational inefficiencies before they impact staff productivity.
  • Facilitate office moves, space utilization planning, workstation adjustments, and workplace improvements.
  • Coordinate vendor access, contractor activities, and building-related projects while ensuring compliance with state policies and operational requirements.
  • Maintain awareness of life safety, emergency preparedness, and workplace safety concerns and coordinate responses as necessary.

 

Staff Support and Workplace Services

  • Serve as the primary operational support resource for Central Office staff regarding workplace functionality, comfort, and efficiency.
  • Respond promptly to staff concerns involving office operations, furniture, environmental conditions, access issues, equipment coordination, and workplace support needs.
  • Ensure all requests for assistance are tracked, addressed, and followed through to resolution.
  • Build strong internal relationships across all DBHDD divisions to support effective communication and rapid problem-solving.
  • Promote a professional, responsive, and customer-focused service environment that supports employee engagement and operational excellence.

Stakeholder Coordination and Representation

  • Represent DBHDD in meetings involving facilities management, building operations, capital planning, and workplace services with internal and external stakeholders.
  • Coordinate and maintain effective working relationships with DBHDD leadership, Georgia State Financing and Investment Commission (GSFIC), State Properties Commission (SPC), Department of Administrative Services (DOAS), building management representatives, contractors, vendors, and other business partners.
  • Support cross-functional initiatives involving office operations, facility planning, and strategic workplace improvements.
  • Assist leadership in evaluating operational priorities and recommending practical solutions to improve workplace effectiveness.

 

Administrative and Operational Oversight

  • Maintain documentation of service requests, issue resolution, project status, and operational priorities.
  • Assist with procurement coordination related to office operations, service contracts, and facility support needs.
  • Support budget awareness and resource planning for operational improvements and facilities-related expenditures.
  • Ensure compliance with agency procedures, state operational requirements, and applicable workplace standards.
  • Provide flexible support during occasional after-hours activities, emergencies, or urgent operational needs requiring immediate coordination.

Preferred Qualifications

Education

Bachelor’s degree in Business Administration, Public Administration, Facilities Management, Operations Management, Healthcare Administration, or a closely related field preferred.

Equivalent professional experience may be considered in lieu of formal education.

 

Experience

  • Five (5) or more years of progressively responsible experience in facilities operations, office management, workplace services, operational coordination, or administrative leadership.
  • Experience working with large government agencies, healthcare systems, or complex institutional environments strongly preferred.
  • Experience coordinating across multiple stakeholders and resolving high-volume operational issues.
  • Experience working with landlord/tenant relationships, government facility operations, or building management strongly preferred.

Work Environment

This position is based in DBHDD Central Office and requires full-time  regular on-site presence. The role involves frequent interaction with staff, leadership, building management personnel, contractors, and external stakeholders. Occasional after-hours availability may be required to support urgent facility issues, operational continuity, or special projects.

Position Impact

This role is critical to maintaining the operational effectiveness of DBHDD Central Office. The Operations Manager directly supports workforce productivity, staff satisfaction, leadership effectiveness, and the overall workplace environment by ensuring that facility operations function smoothly and staff concerns are addressed promptly and professionally.
