Summary/Objective: 
This is a leadership position reporting to the GVRA Director of Fiscal and Budget.

Performs work in support of two (2) residential programs by managing, coordinating and

directing financial operations on the residential campuses at Roosevelt Warm Springs

(RWS) and Cave Spring Center (CSC). The position also will work collaboratively with

the Leadership Team and the Budget and Performance Manager for budget forecasting

and compliance and serving as a catalyst in planning to support the short and long-term

financial goals of GVRA/RWS while ensuring compliance with applicable state and

federal regulations.

Essential Functions:

1.     Provide leadership and input into the development and ongoing management of

budgets within established guidelines to maintain budgetary control and

effectively manage unplanned contingencies.

2.     Maintain frequent and effective communication with Budget and Performance

Manager regarding budgetary matters.

3.     Analyze and monitor financial reports, cost data, and programs and services

reports and data to ensure related activities are delivered in a cost-efficient

manner and within budgetary compliance.

4.     Analyze financial, statistical and other data to provide meaningful and

constructive fiscal and/or operational insights to Budget and Performance

Manager and Leadership.

5.     Coordinate operational and fiscal audits with accounting, budget, administrative

support and programmatic functions to support fiscal accountability and

departmental and program mission.

6.     Develop annual budgets for RWS/CSC based upon identified need for

equipment, supplies, office space and fleet additions to support effective program

and campus operations.

7.     Provide monthly and /or quarterly budget reports to Leadership appropriate for

effective departmental budgetary awareness.

8.     Analyze financial, statistical and other accounting data to provide meaningful and

constructive fiscal and /or operational insight to Leadership.

9.     Direct and oversee operational effectiveness of accounting systems and

subsystems and related procedures and internal controls.

10. Direct local accounting activities that integrate generally accepted governmental

accounting standards, statutory accounting requirements and Agency fiscal

policies and procedures.

11. Monitor the business operations at RWS that includes the Print Production

Department, Snack Bar Vending, Facility Rentals and other future income

producing campus initiatives.

12. Develop strategies working collaboratively with Leadership to support effective

income producing funding streams through the Print Production Department,

Snack Bar, Facility Rentals and other campus initiatives to increase revenue and

support additional student work-based learning opportunities on the RWS

campus.

13. Provide accurate information to support routine campus operations and data

driven decision-making.

14. Analyze financial operations data to support setting and reaching short and long

term fiscal and programmatic goals.

15. Strive to promote and enhance GVRA and residential services’ client focused

goals and objectives by providing effective financial and performance oversight.

16. Provide leadership and operational oversight to ensure continuous accreditation

compliance in keeping with the Commission on Accreditation of Rehabilitation

Facilities (CARF).

17. Manage and oversee multiple campus departments that include Accounting,

Purchasing, Business Office Operations and overall Business Operations to

ensure internal controls and fiduciary aspects of campus operation, as well as

fiscal responsibility and compliance with state and Federal expectations.

18. Maintain a Standard Operating Procedure (SOP) manual for Financial

Operations.

19. Provide accountability for efficient and effective performance of Financial

Operations to ensure a significant positive impact on client service, public

relations, and achievement of agency mission.

20. Participate in RWS Leadership team meetings to provide financial reports, lead

budget discussions and educational information related to budgeting and

financial related processes and policies.

21. Foster teamwork and ensure that resources are engaged, integrated, and

deployed in the most practical and efficient manner in support of program and

agency needs.

22. Promote student worksites within Financial Services to provide opportunity for

students to participate in work-based learning and generalize learning from the

classroom to real life experience.

23. Direct and supervise Financial Operations on the residential campuses during

periods of inclement weather and maintenance emergencies to ensure financial

needs are realized.

24. Work collaboratively with Leadership to realize the goals of GVRA and maximize

available resources.

25. Participate in planning groups and campus initiative representing Financial

Services in a leadership capacity.

26. Clear and concise communication with GVRA Leadership that include GVRA

Director of Residential Services, GVRA Director of Administration, GVRA

Director of Fiscal and Budget, GVRA Budget Manager, GVRA Procurement

Officer, GVRA Bond Project Manager, GVRA Office of Facilities, GVRA Human

Resources, RWS & CSC Leadership Team.

Preferred Education and Experience:

Preference will be given to applicants who, in addition to meeting the required education and experience, possess one or more of the following:

·       2 years business operations-specific running a residential type of facility which has short-term lodging

·       1 year budget experience to include coat allocation and indirect costing

·       1 year grant experience to include federal grant reporting

Supervisory Responsibility:

This position is responsible for the efficient and effective operation of the Financial

Services Department which includes procurement, accounts payable and receivable,

accounting. This position provides direct supervision and indirect supervision and

mentoring for multiple indirect reports.

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers and smartphones.

Physical Demands:

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Working Conditions:

Incumbents working in this job perform duties in an office setting. This is a 40-hour workweek requirement. The position may involve managing a high-volume workload and demands a high level of accuracy while working with deadlines. Regular attendance is an important part of being successful in this position. Reasonable accommodations can be made available to qualified individuals upon request.

Position Type and Expected Hours of Work:

This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. This position may occasionally require long hours and weekend work to meet end of fiscal year deadlines or time bound project.

Travel:

Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.

Bachelor's degree in accounting and four (4) years of professional accounting job-related experience, which includes two (2) years in a managerial or supervisory role; or one (1) year of experience at the lower level Mgr, Accounting (FIM010) or position equivalent.
