Job Description: Under general supervision, the Quality Rated Portfolio Assessor is responsible for reviewing the structural quality evidence submitted in online portfolios and awarding points for structural quality in Georgia’s Quality Rating and Improvement System. Duties include analyzing and verifying information submitted in a provider’s portfolio, with the potential for in-person verifications, cross-referencing information against state and national resources, and scoring the portfolio documentation using the electronic Quality Rated Rating Rubric. The Quality Rated Portfolio Assessor will report to the QR Structural Quality Supervisor. Reliable attendance is an essential function of this position and requires employees to be available to work and meet all deadlines. 

 

Job Responsibilities:

·         Analyze, verify, and score assigned online portfolios that have been uploaded into the Quality Rated database.  

·         Possible in-person verifications of structural quality components

·         Prepare coherent written rationale to support the structural quality score for each standard. 

·         Participate in Quality Rated special projects that relate to providing tailored feedback to Quality Rated providers.

·         Complete all portfolio scoring assignments within the established timeframes. 

·         Conduct periodic portfolio reliability checks according to the reliability policy. 

·         Maintain and update Outlook calendar and data tracking methods, such as personal work logs and reports.

·         Attend scheduled meetings for the Department, the Quality Innovation and Partnerships division, the Quality Rated Operations Unit, and the Portfolio Unit, which may require statewide travel and/or online attendance (Zoom, Microsoft Teams, etc.). 

·         Communicate regularly with the QR Structural Quality Supervisor via telephone/e-mail on status of work and any barriers and to determine and refine short-term goals.  

·         Participate in the revision and redesign of structural quality components in Quality Rated, which may lead to a restructuring of how the portfolio scoring process is completed.

·         Assist in formulation and implementation of policies and procedures for the Quality Rated portfolio as needed.  

·         Maintain knowledge of entire Quality Rated process to provide system input as needed. 

·         Research, evaluate, and prepare recommendations on portfolio methods, serving as a subject matter expert for all components of structural quality. 

·         Assist with the development of training materials and resources as necessary and conduct training as required. 

·         Other duties as assigned.  

 

Technical Competencies: 

·         Excellent oral and written communication skills.  

·         Excellent computer skills, using Microsoft applications.

·         Knowledge of curriculum and program development and evaluation. 

·         Ability to research and collect necessary information. 

·         Ability to analyze and problem solve.

·         Ability to develop training courses and resources.

·         Ability to manage own time, set priorities, and contribute to team atmosphere and goals. 

 

Physical/Cognitive Requirements:  

·         Work by the employee is typically performed in office environments, but could include classroom and playground environments, with intermittent sitting, standing, squatting, bending and/or walking.  

·         Requires the ability to hear in loud, sound-congested environments such as a classroom and understand at a normal conversational level. 

·         Requires the ability to occasionally stand or walk for long periods of time; occasionally requires bending, stooping, reaching, twisting, lifting, pushing, pulling and moving items or materials occasionally of moderate weight up to 30 pounds. 

·         Requires the ability to speak clearly.

·         Requires the ability to receive detailed information through oral communication.

·         Full range of hand and finger motion is required for data entry purposes.

·         Requires close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading and visual inspection.

·         Requires the ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification.

·         Requires the ability to exercise judgment, decisiveness, and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

·         Requires the ability to remain calm and objective and work well under pressure.

·         The worker must have a valid Georgia driver’s license, insurance coverage, and have the ability to drive for extensive periods as needed.

 

 

Required Qualifications:  

Associate’s degree in business or related field from an accredited college or university AND one year of experience related to area of assignment. Note: An equivalent combination of education and job-specific experience that provided the knowledge, experience, and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis. 

 

 

 

Agency Preferred Qualifications:  

Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess four (4) or more of the following: 

·         Bachelor’s degree in Early Childhood Education or related field from an accredited college/university AND two years of related work experience to area of assignment.  

·         Previous work experience in a childcare setting. 

·         Experience working with a Quality Rating and Improvement System. 

·         Experience in providing assessment of early care and education programs (center-based and family child care learning homes) and knowledge of early childhood development.  

·         Knowledge and experience in using the Georgia Professional Development System (GaPDS) and the Quality Rated database. 

·         Proficient in the use of computers/tablets and software.
