The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) is the state agency that focuses solely on policies, programs, and services for people with mental health challenges, substance use disorders, intellectual and developmental disabilities, or any combination of these. As Georgia’s public safety net, DBHDD operates six field offices and five hospitals throughout the state within three program areas: behavioral health, developmental disabilities and hospital services.

Job Title: Program Analyst - Behavioral Health – Region 4 (Thomasville, GA)

Job Summary
The Department of Behavioral Health & Developmental Disabilities is seeking qualified applicants for the position of Program Analyst for the Division of Behavioral Health.
Job Responsibilities Include:
- Plan, formulate, analyze, evaluate, and/or implement program policies for behavioral health programs.
- Provide critical advice and assistance in overcoming barriers to program delivery and application.
- Develop, oversee, coordinate and manage new initiatives, special activities and programs impacting behavioral health services.
- Serve as a special project officer conducting comprehensive research, review and analyses on a variety of behavioral health-related management programs.
- Research and evaluate behavioral health policies that are central to the agency's mission.
- Serve on review committees, study groups, behavioral health task groups, etc., delegated responsibility for reviewing and developing behavioral health policies, procedures and guidelines.
- Make recommendations to improve and/or overcome shortfalls and deficiencies and formulate alternative courses of action for the solution of complex cross-cutting issues.
- Prepare policy documents, briefings, reports, summaries, responses to requests for information and other documents that may be used program reviews.
- Responsible for providing support and technical assistance to the DBHDD Regional Offices, Hospitals, CSUs, Providers and other stakeholders to assure coordination of all work related to transitioning individuals from hospitals or other intensive treatment settings to the most appropriate and least restrictive treatment setting appropriate to the needs of the individual

- Collaborate with other members of the Mental Health staff at the State Office, Hospitals and Regional Offices to develop and implement processes that ensure continuity of care and follow up for individuals being transitioned
- Develop and provide training to Regional staff, Hospital staff and other stakeholders as needed
- Work with Regional office staff to develop processes for utilization management that will serve to promote efficient and effective use of programmatic resources
- Utilize data collection, analysis and on-site visits to assess adequacy of supports being provided to transitioned individuals
- Knowledgeable of all services provided by DBHDD and keep a current working knowledge of the DBHDD Provider Manual. Provide TA and support to regional staff regarding the coordination of access to, and monitoring of, the quality of any of the following:
•SPOE and PPOE Process
•Intensive Case Management
• Community Support Team
•Housing Supports/Bridge Funding
•Crisis Stabilization Units
•Contracted Private Psychiatric Beds
•Crisis Service Centers
•Crisis Apartments and other residential options
Qualifications:
Bachelor’s degree in a related field and five years’ experience performing work related to area of assignment OR Master’s degree in a related field and two years of experience performing work related to area of assignment OR one year at the lower level or position equivalent
Preferred Qualifications:
Master’s degree and at least four years of professional experience in behavioral health management
This position is located in the DBHDD Region 4 Field Office in Thomasville, Georgia.
