Job Title: Procurement Process Manager- Sourcing- Atlanta
Pay Grade: L
Workplace: Hybrid- 1 day per week minimum
Travel: less than 20%
Job Summary:
Under broad supervision, provides in-depth research and analytical support for complex procurement categories and leads sourcing initiatives for assigned categories. Develops and executes strategic sourcing strategies designed to maximize stakeholder satisfaction, improve vendor performance, and achieve cost savings. Maintains effective working relationships with internal and external stakeholders. Performs advanced procurement and contract administration duties.
Key Responsibilities:
- Strategic Sourcing & RFX Management: Manages the full life cycle of RFX documents (RFI, RFQ, RFP, Sole Source) from development to award. Creates, posts, and manages solicitations on the Georgia Procurement Registry.
- Analysis & Evaluation: Conducts comprehensive analysis of vendor responses and financial data. Facilitates vendor response evaluation teams.
- Bid Specifications & Collaboration: Collaborates with internal stakeholders to determine sourcing strategies and assists in writing technical bid specifications for goods and services.
- Vendor Management: Manages category performance, monitors supplier KPIs, and holds vendors accountable to contractual obligations.
- Compliance: Ensures all purchasing activities comply with the Georgia Procurement Manual (GPM), state laws, and agency procedures.
- Performs other related duties as assigned.
Required Certification: Applicant must be GCPM (Georgia Certified Purchasing Manager) certified at the time of employment or within six (6) months from hire date.
Preferred Qualifications:
- 3–5 years of procurement and/or contracting experience in the public sector.
- 3-5 years of experience with PeopleSoft Financials
- 1+ years of experience with the Workday/Jagger.
- Proven experience with managing solicitations in the Georgia Procurement Registry.
