Bright from the Start: Georgia Department of Early Care and Learning is responsible for meeting the child care and early education needs of Georgia's children and their families. It administers the nationally recognized Georgia's Pre-K Program, licenses child care centers and home-based child care, administers Georgia Childcare and Parent Services (CAPS) program, federal nutrition programs, and manages Quality Rated, Georgia's community powered child care rating system.
The department also houses the Head Start State Collaboration Office, distributes federal funding to enhance the quality and availability of child care, and works collaboratively with Georgia child care resource and referral agencies and organizations throughout the state to enhance early care and education.
Job Description/Responsibilities:
Under supervision, performs complex administrative duties, financial, and operational data analysis and reporting in support of management decision making in functional area. Will partner with GBA and DOAS to perform facilities management and purchases for the department. Exercises various latitudes of independent judgment. May administer or provide high level support for various projects, grants, contracts, implementation of procedures, and/or specialized functions.
The selected candidate must pass a credit check and be qualified to obtain a state purchasing card as a precondition for hiring.
Major Job Responsibilities:
· Make purchases for the division using the State’s Purchasing Card and Team Georgia Marketplace
· Coordinate, conduct and compile the results of the annual fixed asset process for the agency
· Coordinates building space usage and processes building maintenance issues with the Georgia Building Authority
· Serves as the Department’s risk management coordinator. Works risk management using DOAS risk management process and systems
· Serve as building fire drill and emergency evacuation coordinator
· Establishes and maintains positive working relationship with internal and external customers and other related contacts
· Gathers, compiles, analyze data
· Prepares reports of findings and analysis. May make recommendations to management for operational changes using formal narratives
Physical Requirements:
· Requires the ability receive detailed information through oral communication.
· Requires the ability to speak clearly.
· Requires the ability to occasionally continuously stand or walk for long periods of time; regularly requires bending, stooping, reaching, twisting, lifting, pushing, pulling and moving items or materials occasionally of moderate weight up to 30 pounds.
· Requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading and visual inspection.
· Requires the ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification.
· Requires the ability to exercise judgement, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
· Requires a full range of hand and finger motion for data entry purposes.
Minimum Qualifications (HRA):
Associate degree in business or related field from an accredited college or university and one (1) year of experience related to area of assignment. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
Preferred Qualifications: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess four or more of the following:
· Experience with building facilities operations
· Experience with Georgia Building Authority policies and procedures
· Experience with DOAS Risk Management and State Surplus
· Experience with State Purchasing
· Proven skills with project management and project software
· Proven proficiency in Microsoft Office Suite, with emphasis on Excel, Word, and Outlook
· Proven excellent communication skills, both verbal and written
· Demonstrated ability to be self-motivated to coordinate projects with limited supervision
