STATE PROFILE SUMMARY: Under limited supervision, provides expert level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower level staff.

JOB RESPONSIBILITIES:

·          Under general supervision, serves as the Assistant Technical Services Manager. Acts on behalf of the Technical Services Manager in his/her absence.

·          Assists with the daily operations of the unit and supervision of field transportation specialists.

·          Assists with the development and review of technical services related policies and procedures.

·          Serves as a technical expert, resolving unique and/or complex problems.

·          Assists in monitoring the technical services provided for project engineers and contractor's representatives for material/construction-related matters in assigned area.

·          Approves and adjusts concrete mix designs and monitors quality control programs of suppliers and producers. Attends conferences and assists in conducting seminars as needed.

·          Assist the Technical Services Manager in writing of new specification for concrete, cementitious materials and concrete admixtures.

·          May be assigned a portion of the state to oversee the technicians, the field operations, construction and any other activities that may arise. 

·          Reviews research reports related to concrete materials. 

·          Maintains or assists with maintaining the CCRL accreditations for concrete materials for the central laboratory at Forest Park.             

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.

STATE ENTRY QUALIFICATIONS:

·          Bachelor's Degree in a related field AND Two years of related experience OR

·          Associate degree in a related field AND Three years of related experience OR

·          One year of experience at position equivalent.

AGENCY SPECIFIC QUALIFICATIONS: 

·         Three Year’s (3) Experience and working knowledge of concrete material production, placement practices, equipment and related technologies; or plan development process. 

·         One Year (1) experience assisting in the management of subordinates and/or providing technical services guidance of subordinates of laboratory and/or technical services of various materials and construction procedures. 

·         Extensive knowledge of all standard testing and construction materials specifications, procedures and standards related to concrete construction.

·         Experience to perform mathematical calculations related to production and placement of materials inducing percentages and formulas to solve practical problems by choosing appropriately from a variety of techniques including statistical methods.  

·         Experiences to technically direct, train, develop, and/or coach others. 

·         Experience to provide direction to others, to apply new knowledge, skills and technology related to production and placement of materials and/or related to the management of subordinates.    

·         Experience in writing and reviewing reports and correspondence.

·         Experience making sound, well-informed decisions and initiating action.  

·         Experience analyzing conflicts and negotiating solutions.

·         High level of commitment toward work and a high standard of ethical conduct.

·         Ability to communicate and interact with co-workers, and external customers. 

·         Experience in creating new methods and specifications when procedures are inapplicable or unavailable. 

·         Experience evaluating and making recommendations concerning new construction procedures and equipment.

·         Ability to prepare and/or deliver presentations and/or formal papers. 

·         Experience with use of computers, computer applications and/or other technology to analyze and communicate pertinent information.

AGENCY PREFERRED QUALIFICATIONS:

·         Extensive knowledge of materials production and placement practices.   

·         Possession of the GDOT Field Concrete Technician Certification or the ACI Field Concrete Testing Technician (or ability to obtain within 6 months.) 

·         Five years minimum experience in concrete construction or a related field.

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall e Performance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
