STATE PROFILE SUMMARY:
Serves as an Assistant Office Head over one or more engineering groups. Manages, directs and coordinates the delivery of project plans for assigned engineering group(s). Manges, supervises and provides leadership to Group Managers and professional staff. Manages the quality assurance process for assigned engineering group(s). Develops and shares best practices and training for office-wide implementation.
JOB RESPONSIBILITIES:
· Direct all aspects of the Technical Assistance Bureau.
· Monitor and direct the quality assurance and certification programs including AASHTO resource and ASTM Cement and Concrete Reference Laboratory (CCRL) for the assigned branches.
· Devise, implement, and evaluate programs to improve of. Utilize automated performance metrics to systematically monitor deliverables.
· Maintain a high level of coordination with internal and external partners including Maintenance, Road Design, Bridge Design, Program Delivery, and Consultant Collaboration Committee to devise solutions to improve the GDOT Processes.
· Provides leadership to subordinate managers and staff.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.
STATE ENTRY QUALIFICATIONS:
· Bachelor’s degree in civil engineering or civil engineering and technology with one year of demonstrated experience in a leadership position, and Professional Engineering (PE) License or
· Professional Engineering (PE) License with one year of demonstrated experience in a leadership position.
AGENCY SPECIFIC QUALIFICATIONS:
· Professional Engineering (PE) license is required
· Knowledge of construction practices, specifications, and materials
· Three (3) years of Supervisory experience comparable to a Group Leader, Section or Unit Head
· Experience necessary in directing engineering and technical related activities of an office and planning, directing, and evaluating the work of subordinate managerial, technical consultant, and other support staff.
· Experience Composing, revising, and reviewing technical reports and specifications.
· Familiarity with related technological developments and able to integrate new technology to manage and improve program effectiveness.
· Demonstrated experience in recommending policies and procedures which support the Department’s overall mission, strategic goals, and objectives.
· Experience developing and/or implementing short- and long-term organizational changes and motivating others to reach goals
· Experience in recommending policies and procedures which support the Department’s overall mission, strategic goals, and objectives.
· Knowledge and experience in developing project/program schedules, allocating resources, and identifying resource needs.
· Demonstrated ability to effectively manage on time while effectively handling with multiple priorities.
· Committed to providing quality customer service.
AGENCY PREFERRED QUALIFICATIONS:
· Experience in evaluating construction problems, reviewing research reports, specification writing and procedure development.
· Experience evaluating new equipment and specifications for implementation into GDOT practices and procedures.
· Experience in identifying a need and developing, implementing and conducting training for staff and external customers.
· Ability to prepare and deliver presentations to staff, executive management, industry and/or engineering organizations
